About this opportunity

The U.S. Coast Guard seeks Light Emitting Diode (LED) Standalone and Self-Contained Marine Lanterns for waterway Aids to Navigation, with proposals due May 28, 2026. This is an unrestricted, full and open competition IDIQ contract for commercial items under FAR Part 12 with a base period of one year (June 15, 2026–June 14, 2027) and four one-year option periods.

Place of performance is the United States, with deliveries FOB Destination to various USCG locations including the Surface Forces Logistics Center in Curtis Bay, Maryland. The NAICS code is 334511 with a size standard of 1,350 employees. Standard delivery is 90 calendar days from receipt of order, or up to 120 calendar days for orders exceeding 250 lanterns in a 60-day period.

The procurement requires commercial off-the-shelf lanterns in multiple configurations: standalone models (40 units annually), small solar-powered self-contained models (1,300 units annually), large solar-powered self-contained models (350 units annually), plus various upgrades totaling 8 units each for GPS synchronization, AIS capability, hardwire ports, and battery charge ports. All lanterns must comply with USCG Specification 506, Revision 9 (as amended through May 26, 2026), operate across temperatures of −20°C to +50°C, withstand immersion and salt spray exposure, and maintain at least 80 percent of original effective intensity over 10 years at 30 percent duty cycle. Self-contained lanterns require a minimum 5-year battery service life and 10-day autonomy. A 3-year warranty covers lantern material defects; batteries carry a 1-year warranty.

Unit prices must be fixed and include all direct and indirect labor, overhead, taxes, duties, and FOB destination delivery. Economic Price Adjustments apply to diesel fuel costs in option periods only, based on the U.S. Department of Labor Producer Price Index for Iron and Fuel, capped at 60 percent maximum upward adjustment. The government guarantees a minimum award of $5,000 over the contract term. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with scoring on technical approach, quality control, past performance, and price. Offerors must submit price schedules (Attachment 1), a technical section not exceeding 35 pages, quality control documentation, and up to three Past Performance Questionnaires from previous customers.
