About this file

This is a Preservation, Packaging, and Marking (PP&M) specification for LED Lantern orders destined for the US Coast Guard Surface Forces Logistics Center (SFLC) in Curtis Bay, Maryland.

The specification establishes detailed requirements for preservation, packing, and marking of LED Lanterns to ensure proper protection during shipment and storage. Preservation must follow MIL-STD-2073-1E Method 41, requiring each lantern to be sealed in a water-vapor-proof, electrostatic protective bag per MIL-PRF-81705 Type III or equivalent specifications. Packing must conform to MIL-SPEC-2073-1E with Change 4 at Level B for moderate worldwide shipment conditions. Individual lanterns shall be packaged in double-walled corrugated fiberboard Regular Slotted boxes (0201) per ASTM standards with dunnage to prevent movement and damage. Piece parts (bird springs, installation instructions, etc.) must be placed in a separate sealed heavy-duty zip-lock bag within the box, accompanied by a packing list. Box closure must follow ASTM D1974/D1974M Closure Method 2B7 using Type V tape per ASTM D5486/5486M. Standard pallets are limited to 48 x 40 inches maximum due to warehouse shelving restrictions.

Marking requirements mandate waterproof labels on the upper left-hand corner of the two longest sides of each box per MIL-STD-129R, with identification text including NSN/NATO/ACN stock number, CAGE code, part number, item description, quantity and unit of issue, procurement instrument identifier (PIID), manufactured date, gross weight, and serial numbers. All labels must include "CONDITION A" and "USCG SILC-WOPL MATERIAL" text. Coast Guard requires Code 39 bar coding of NSN per ISO/IEC 16388:2007. Multipacks containing multiple NSNs must be marked accordingly with total quantity and serial numbers. The warehouse operates Monday through Friday 0730-1300 hours excluding Federal Holidays; deliveries outside this window require prior written approval from the Contracting Officer. Contractors must notify the Contracting Officer and Contracting Officer's Representative within three business days of shipment with date of shipment, shipping company name, tracking number(s), and expected arrival date and time.

Preservation. Per MIL-STD-2073-1E, Method 41. Each LED Lantern shall be sealed in a water-vapor-proof bag that is electrostatic protective and heat-sealable in accordance with MIL-PRF-81705 type III or bag conforming to MIL-DTL-117, Type II (medium duty), Class H (waterproof, electrostatic protective, electrostatic shielding), Style 2 (transparent) – if required.

Packing. Shall be in accordance with MIL-SPEC-2073-1E w/CHANGE 4 Level B, to protect these assemblies and items during moderate worldwide shipment, handling, and storage conditions. The Contractor may propose alternate packaging solutions that meet these requirements and will be considered by the Government on a case-by-case basis.

LED Lanterns. Shall be individually packaged in a double-walled (DW) corrugated fiberboard (CF) Regular Slotted box (0201), in accordance with ASTM D5118/D5118M with dunnage to prevent movement and damage of parts. The box shall be manufactured with fiberboard in accordance with ASTM D4727/D4727M.

Piece Parts. Additional items that need to be supplied with each LED lantern – bird springs, installation instructions, etc. shall be in a sealed separate heavy duty Zip Lock style transparent bag packaged in the box with the LED Lantern with dunnage so that movement does not inflict damage to either the lantern nor the piece parts within the regular slotted box (0201). A packing list of the parts included with the LED lantern (bird springs, installation instructions, etc.) shall be provided within the Zip Lock style transparent bag. Each lantern shall be packaged with its own piece parts.
