About this opportunity
The Department of State's U.S. Embassy in Kuala Lumpur is soliciting proposals for group life insurance coverage for its locally employed staff, seeking comprehensive coverage including basic life insurance, accidental death and dismemberment, and total disability benefits calculated at 36 times each employee's monthly basic salary. Offerors must be licensed to provide insurance in Malaysia and registered in the System for Award Management (SAM) database prior to proposal submission. Critical dates include a pre-proposal conference scheduled for July 16, 2025, at 9:30 a.m. local time at the Embassy, with interested parties required to contact Procurement Supervisor Punitha Ratnasingam by July 10, 2025, at 2:00 p.m. for building entry arrangements. All proposals must be submitted electronically to KualaLumpurDTO@state.gov by July 23, 2025, at 12:00 p.m. EST, in specified file formats with a maximum size of 30MB per file.
This solicitation does not utilize any set-aside designations and is open to full and open competition, with no mention of incumbent contractors in the documentation. The contract will provide life insurance coverage for 233 total employees comprising 83 females and 150 males across age groups ranging from 20 to 70 years, plus an additional 7 Other Represented Employees (ORE) staff members. The base contract period spans one year beginning September 1, 2025, with one optional one-year renewal period available to the government. All services will be performed in Kuala Lumpur, Malaysia, with premium payments to be made in Ringgit Malaysia and the U.S. Government covering 100% of employee premiums. While specific contract values are not disclosed in the solicitation, detailed salary information and claims data will only be provided to the successful awardee, and the contract includes economic price adjustment provisions allowing for potential premium modifications based on claims experience after the first twelve months.
