About this opportunity
The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is soliciting quotations for licensing, maintenance and support, and escrow services for the Office of Acquisitions Dashboard, a web-based application that tracks purchase requests and contracts throughout their lifecycle. This solicitation (No. 6913G626Q300014) is being conducted as a combined synopsis and Request for Quotation (RFQ) under FAR Parts 12 and 13 for commercial items, with the NAICS code 541511 (Custom Computer Programming Services). The contractor must provide three primary deliverables: monthly maintenance and support, an annual software license agreement, and annual escrow of the software source code, all in accordance with the attached Statement of Work. Contractors are required to be registered in the System for Award Management (SAM) to be eligible for award, and responses must include firm fixed pricing for each contract line item (CLIN). The deadline for submission of quotations is February 5, 2026, with this notice posted on February 2, 2026. No evaluation criteria beyond acceptability of the quote and firm fixed pricing have been specified in the solicitation.
There is no small business set-aside for this procurement. The incumbent contractor is i5 Services, Inc. (also referenced as i5 Services, LLC), which originally developed the Acquisitions Dashboard in 2015 and has provided annual renewal services through the most recent purchase order. This is a sole source procurement justified on the basis that only i5 Services possesses the particular expertise and access to proprietary source code necessary to maintain and support the custom-developed application. The period of performance for the maintenance and support services (CLIN 00100) runs from the date of award through January 31, 2027, covering 12 monthly periods, while the annual license (CLIN 00200) and escrow agreement (CLIN 00300) must be delivered within 15 days of award. The place of performance is Cambridge, Massachusetts, where the dashboard is hosted on-site at the Volpe Center. No specific budget range or award value has been disclosed in the solicitation notice; contractors are requested to provide pricing quotes for each line item.
