About this opportunity

The Department of the Air Force Air Mobility Command (6th Security Forces Squadron at MacDill Air Force Base) sought procurement, installation, configuration, and sustainment of an enterprise Automated License Plate Recognition (ALPR) system with proposals due September 9, 2026 at 1:00 PM EST. This procurement was a 100% small business set-aside and has been cancelled as of September 2, 2026 at 10:37 AM ET.

Place of performance was Tampa, Florida (MacDill Air Force Base). The requirement included five ALPR cameras—four affixed and one mobile—with integrated software, licensing, preventative maintenance, warranty coverage, and 90-day storage capability for license plates and live footage. The contract structure was base plus four option years, with each option period covering 12 months of continued software and maintenance support.

The system was required to support installation access control, criminal investigations, force protection operations, and interagency information sharing across four designated access control points (Main Gate, Bayshore, MacDill, and Tanker Way). Technical requirements mandated integrated ALPR and Vehicle Attribute Recognition with live HD video and still imagery at minimum 1080p resolution, highway-speed multi-lane capture with day/night and infrared capability, IP66-rated enclosures tolerant to minus 22°F to 140°F, ASTM B117 salt fog resistance, solar power with battery backup, and LTE modem connectivity with encrypted communications. Full compliance was required with NDAA Section 889 prohibitions on Chinese telecommunications and video surveillance equipment, FBI CJIS Security Policy requirements for end-to-end encryption and multi-factor authentication, and DoD RMF and DISA STIGs standards. Integration with NCIC, FCIC, NLETS, and CJIS-compliant databases was mandatory, with a CJIS-compliant Digital Evidence Management System supporting chain of custody and case management. Installation and commissioning was required within 60 days from acceptance.

The NAICS code was 561621 (Security Systems Services, except Locksmiths) with a size standard of $25 million. Evaluation sequenced price, technical approach (acceptable/unacceptable basis), and past performance risk (acceptable/unacceptable/neutral). Offerors were required to provide three recent and relevant past performance references, which could include relevant experience from proposed subcontractors, OEMs, or technical team members. Service Contract Act prevailing wage rates applied, with wage determination Rev 30 dated August 17, 2026 published for Florida counties including Hillsborough County. Questions were answered and revised SON posted on August 28, 2026. Contracting Officer: Jill Warye (jill.warye@us.af.mil, 312-968-4896).
