About this file
This is a Questions and Answers document for a federal contract opportunity focused on an Automatic License Plate Reader (ALPR) system.
The correct solicitation number is FA481426R0010. No site visit is scheduled prior to the proposal deadline. The Government will provide four existing Government Furnished Equipment (GFE) poles for affixed cameras, with one mobile camera solution required; offerors should propose both mobile and fixed pole-mounted solutions but may not modify existing GFE configurations or wiring. The ALPR system must demonstrate technical capability for integration with NCIC, FCIC, NLETS, and CJIS-compliant databases, with Government coordination occurring after award. Contractors are not responsible for obtaining DoD Risk Management Framework authorization since the system will not integrate with the Government network. Offerors may propose their own CJIS-compliant Digital Evidence Management System rather than integrating with an existing Government system. Cloud-based solutions must comply with FIPS 140-3 standards. Past performance references may include relevant experience from proposed subcontractors, OEMs, or technical team members in addition to prime offeror corporate performance. Installation and commissioning must be completed within 60 days from acceptance. Camera locations are at four access control points: Main Gate (4 in/2 out), Bayshore (2 in/2 out), MacDill (2 in/1 out), and Tanker way (2 in/potentially 1 out). The proposed solution must include solar power and battery backup sources. Cameras may be positioned within a Government-designated advantageous area without specific distance preferences, and may utilize existing light poles provided no modifications are made.

3. The Statement of Need identifies five camera poles while also permitting installation on existing poles, buildings, vehicles, trailers, or other infrastructure. Should offerors price five new poles, or may existing Government infrastructure be used where suitable?
Existing GFE Poles will be used for the four (4) affixed cameras. Under “Deployment Flexibility” in the SON, “Four (4) affixed and one (1) mobile”.
4. Demonstrate technical capability for such interfaces
5. Please clarify the contractor's anticipated DoD RMF responsibility. Is the contractor expected to obtain an Authority to Operate and complete the full RMF package, or provide required technical/security artifacts and support within an existing Government authorization boundary? No, as this will not integrate with the government network.
6. Is there an existing Government-designated CJIS-compliant Digital Evidence Management System with which the ALPR system must integrate, or may offerors propose their own compliant evidence-management platform? Propose their own compliant evidence-management platform.
7. If the proposed solution uses commercial cloud computing for ALPR data, video, or digital evidence, are there specific FedRAMP, DoD Cloud Computing SRG, Impact Level, hosting-location, or other authorization requirements that must be satisfied? FIPS 140-3
8. Page 21 requests three recent and relevant past-performance references. May the Government consider relevant past performance of a proposed subcontractor, OEM, or technical team member in addition to the prime offeror's corporate past performance?
Yes.
9. Please clarify the expected physical configuration for the one mobile ALPR camera. Will the Government furnish the vehicle, trailer, or other mobile platform, or must the offeror provide the complete mobile mounting/deployment solution?
Offer a mobile solution and a fixed pole mounted solution.
10. Please identify the Government's desired installation and commissioning completion timeframe and any required acceptance-testing procedures beyond demonstrating compliance with Attachment 1. 60 days from acceptance.
11. Is there a site walk? NO
12. May we have a list of the actual locations for the design and proposal? The cameras will be located at our four access control points.
13. Are there alternate power sources at each location? No. We understand the request specifies solar power, but we want to clarify if additional power sources are required. The offered solution should offer Solar power source and a battery backup source.
14. How many lanes are we required to capture at each location? Main Gate 4 in 2 out, Bayshore 2 in 2 out, MacDill 2 in 1 out Tanker way 2 in potentially 1 out. With that, how far out can we place the cameras to capture the information desired? No desired preference, but within an advantageous area designated and approved by the government.
