About this file

This is a Statement of Need (SON) issued by the Department of the Air Force 6th Security Forces Squadron at MacDill Air Force Base, dated August 28, 2026, for the procurement of an Automated License Plate Recognition (ALPR) System.

The 6th Security Forces Squadron requires an enterprise ALPR system with procurement, installation, configuration, and sustainment support via a base contract plus four option years, including warranty and continuous software updates. The system must support installation access control, criminal investigations, force protection operations, and interagency information sharing through continuous monitoring of designated access control points and government-identified locations. Key capabilities include integrated ALPR and Vehicle Attribute Recognition (VAR) with live HD video, still imagery, and digital evidence management; highway-speed, multi-lane capture with day/night capability at minimum 1080p resolution with infrared illumination and Florida coastal weather resistance; flexible installation on poles, buildings, trailers, or existing infrastructure with solar power and battery backup; real-time alerts, GIS mapping, vehicle movement tracking, hotlists, and mobile access; integration with NCIC, FCIC, NLETS, and CJIS-compliant databases; automatic integration with a CJIS-compliant Digital Evidence Management System supporting chain of custody and case management; and compliance with DoD Risk Management Framework (RMF), DISA Security Technical Implementation Guides (STIGs), encrypted communications, multi-factor authentication, and role-based access controls.

The hardware specification includes an IP66-rated enclosure with environmental tolerance from -22°F to 140°F, ASTM B117 salt fog resistance, five license plate cameras, five solar panel kits, five mount cameras, five extended battery and charger units, one software license, five user licenses, and 90-day storage capability for all license plates and live footage. Communication requirements mandate an LTE modem supporting multiple network bands with secure encrypted transmission and automatic connectivity on power-up. Deployment flexibility includes four affixed and one mobile camera with fast installation support for permitting and site preparation. The system must provide live video alerts, integrate into a unified operations center platform, enable advanced searches by license plate, vehicle attributes, time and location, and support information sharing with AFOSI, FBI, Secret Service, Tampa Police Department, Hillsborough County Sheriff's Office, FDLE, FHP, JTTF, and other authorized partners. Full compliance requirements include NDAA Section 889 prohibition on blacklisted Chinese manufacturers and FBI CJIS Security Policy requirements for encryption and access controls. An ombudsman has been appointed to address offeror concerns, and contractors must comply with health and safety standards, obtain base identification and vehicle passes, and provide emergency contact information for all personnel requiring access to MacDill Air Force Base.
