About this opportunity

The Export-Import Bank of the United States is soliciting proposals for a library document archive subscription platform to replace its legacy DB Textworks system from Lucidea, which is going out of support. The procurement seeks a new archival management system (ArchivEra) along with comprehensive migration services from the current platform. Key contract requirements include the ability to migrate approximately 9,799 archival records while maintaining data integrity, installation and setup collaboration with EXIM's IT team, customization of user interfaces for the Research & Information Services division, staff training, and ongoing technical support. The government will evaluate proposals based on overall best value, considering both technical capability and pricing factors, with option year prices evaluated for balance but without obligating the government to exercise them. Proposals are due by April 18, 2026, and must be submitted via email to Mark Jefferson and Tyler Harvey, with all offerors required to be registered in the System for Award Management (SAM) database.

This solicitation is set aside exclusively for small business concerns under NAICS code 513210 (Software Publishers). Lucidea Technologies (US) Corp. is the incumbent contractor, identified as the sole source capable of providing the required migration services due to its exclusive ownership of the ArchivEra platform and its proprietary access to both the legacy and successor systems. The contract will be structured as a firm-fixed-price purchase order with a one-year base period (April 1, 2026 through March 31, 2027) and four optional one-year periods extending through March 31, 2031, though specific budget values are not disclosed in the solicitation. The archival collection comprises approximately 8,222 print materials and 1,500 audiovisual items dating back to 1934, with records requiring organization according to standard archival principles of provenance and original order. The place of performance is Washington, DC 20571, with the system operating on EXIM's on-premises server environment and compatible with its VDI infrastructure.

Notice text

The Export-Import Bank of the U.S. has a requirement for a subscription that replaces DB Textworks, (Lucidea) an archives catalog that is going out-of-support, and replaced by a new platform. An archives catalog is a structured database that stores descriptive records of archival materials. The requirement includes the new platform, along with migration from the current one that will no longer be supported.  A base year period of one year, with four option periods (one year each, if exercised) are intended. The requirement is set aside for small businesses.
