Statement of Work (SOW)

PROJECT TITLE: ArchivEra, Archival Management System.

1. BACKGROUND:

The mission of the US EXIM’s Research & Information Services (RIS) is to support the work of EXIM officials and employees who serve U.S. exporters and other clientele by providing high-quality and useable information delivered in a timely fashion. EXIM’s in-house Archives provides information about the Bank’s founding and legislative history. It is accessed via an archives catalog system.

An archives catalog is a structured database that stores descriptive records of archival materials. It allows users—typically librarians, researchers, or institutional staff—to search, retrieve, and manage information about historical documents, photographs, and other records.

The EXIM Archives catalog contains over 9,799 records dating back to 1934, supporting internal research and FOIA requests.

Our current archives catalog, DB Textworks, is no longer being updated or supported by the vendor, Lucidea. We are replacing the outdated system with ArchivEra, a modern, sustainable solution from the vendor that meets our archives management needs.

Successful offeror must have the ability to fully access the existing database and transition all records to the new system. Additional information is shown in the Limited Source Justification herein.

2. SCOPE:

EXIM Bank requires a system capable of organizing archival records according to standard archival arrangement practices. This process involves organizing records into a hierarchical structure (fonds, series, files, items) based on the principles of provenance (origin of the records) and original order (the order in which they were created or used). The requirement includes migration from the old system to the new one (as shown below) and continuing maintenance/hosting for one year period with 4, 1 year option periods thereafter.

Scope of requirements for the archival management system and record migration are:

• Seamlessly move 9,799 records from one system to another while maintaining the integrity of the data

• Provide a system that will operate on premises with EXIM’s server environment

• Provide a system that is compatible with EXIM’s VDI environment

• Collaborate with EXIM’s IT team for the initial install and set-up of the system

• Customize user interface according to preferences of RIS staff

• Provide training to RIS staff upon system set-up completion

• Provide ongoing technical assistance for content questions and to troubleshoot technical issues

3. APPLICABLE DOCUMENTS: None.

4. SPECIFIC TASKS:

Task 1. Migrate 9,799 archives records from one system to another.

Task 2. Work with EXIM’s IT Team to successfully install ArchivEra.

Task 3. Assist RIS librarians with customization of interface and database training.

5. DELIVERABLES AND DELIVERY SCHEDULE:

Delivery of database access begins when database has been successfully installed and customizations completed.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: N/A

7. PLACE OF PERFORMANCE: N/A

8. PERIOD OF PERFORMANCE: April 1, 2026 – March 31, 2027.

Anticipated period of performance is one base year and four option years (as shown otherwise in the RFQ).
