About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 issued this Special Notice on February 25, 2026, soliciting vendors to provide temporary transitional housing and case management services for homeless veterans through the Community-Based Health Care for Homeless Veterans (HCHV) program at the Lexington VAMC. The notice announces an Industry Day meeting scheduled for March 10, 2026, at 1:00 PM EST via Microsoft Teams to provide interested vendors with information about the contract opportunity. This is a non-set-aside procurement with a Statement of Work requiring comprehensive transitional housing services including safe housing, full room and board, and case management support for homeless veterans in Lexington, Kentucky. The opportunity is structured as a Base Year plus Four Years contract with an estimated minimum of 12 beds and maximum of 20 beds at the primary facility, plus an optional 4-bed capacity for veterans on the sex offender registry at a separate location.

Prospective contractors must submit all questions by 4:30 PM CST on March 4, 2026, to the government points of contact and must be registered on SAM.gov prior to submission. Key eligibility and operational requirements include ensuring the transitional housing site complies with Lexington's zoning ordinances, obtaining approval from any applicable Homeowners Association, meeting all criteria in the Health Care for Homeless Veterans CRS Programs Inspection Packet, and ensuring facilities for sex offender registry veterans comply with Kentucky Revised Statute 17.545. Contractors must maintain ADA compliance for at least six residents, locate facilities within 0.3 miles of public transportation, achieve a 55 percent or greater rate of exits to permanent housing within 30 to 90 days (not to exceed 180 days), and employ adequately staffed case managers at a 16:1 ratio with bachelor's degrees in human services. The contract requires 24/7 on-site staff availability, comprehensive case management services, facility maintenance, full room and board with three meals daily and snacks, and compliance with NFPA 101 fire safety standards and all applicable federal and state regulations.
