About this file

This is a vendor guidance document outlining compliance considerations for the Lexington VAMC Temporary Housing for Homeless Veterans initiative. Vendors interested in providing transitional housing services must ensure compliance with five key requirements: the transitional housing site must conform to the City of Lexington's zoning regulations; if located in a homeowners association-governed residential neighborhood, HOA approval must be obtained; facilities designated for veterans on the sex offender registry must meet all requirements under Kentucky Revised Statute 17.545; the physical location must satisfy all criteria specified in the Health Care for Homeless Veterans CRS Programs Inspection Packet; and the vendor's organization must be registered on SAM.gov.

The associated federal contract opportunity is a Special Notice issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 for an Industry Day scheduled on March 10, 2026, at 1:00 PM EST via Microsoft Teams. Questions must be submitted by 4:30 PM CST on March 4, 2026, to Christina Craddock, Michael McCarthy, or Rick Grambo. The meeting includes both virtual and dial-in phone options with specific meeting identification and passcode information provided for participant access.

Considerations for Interested Vendors:

1. Ensure that the physical location of the transitional housing site is in accordance with the city of Lexington’s zoning requirements for that area.

2. Verify if the transitional housing site is within a residential neighborhood governed by a Homeowners Association. If so, verify that the HOA will allow a transitional housing site within that neighborhood.

3. If a vendor plans to provide a transitional housing location for veterans on the sex offender registry, please ensure that the location meets all requirements as defined in KRS 17.545. Please see attached KRS 17.545 https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53981

4. Please ensure that the physical location of the transitional housing site will meet all criteria as defined in the attached Health Care for Homeless Veterans CRS Programs Inspection Packet.

5. Ensure that your organization has registered on Sam.gov
