The contract requires deploying thirty-five armed security officers within 24-48 hours of contract execution, with the ability to scale up to fifty officers, to protect facilities including Joint Field Offices, staging yards, branch offices, and disaster relief centers. Security officers must meet stringent qualifications including U.S. citizenship, English proficiency, minimum two years of security or military experience, firearms certification, and comprehensive background investigations. Evaluation will be based on technical capability, past performance, and price, with technical and past performance weighted approximately equal to price. Quotes are due by 2:00 PM ET on July 25, 2025, and must be submitted via email to the contracting officer.
This solicitation is set aside for small businesses under NAICS code 561612 with a size standard of $29 million, giving preference to local firms in counties affected by the hurricane disaster declarations DR-4828 and DR-4834. The incumbent contractor is REDCON Solutions Group, LLC, which currently holds BPA 70FBR423A00000007 and Call Order 70FBR425F00000034 for services at four existing locations in Tallahassee, Lakewood, Gainesville, and Taylor County staging yard. The contract structure includes a 180-day base period with two 90-day option periods, totaling 360 calendar days of potential services. Services will be performed at designated FEMA facilities throughout Florida, with specific staffing requirements varying by location and shift, typically operating between 0615-1830 Monday through Friday with limited Saturday coverage. Importantly, funds are not presently available, and the government's obligation is contingent upon the availability of appropriated funds, with contractors receiving written confirmation from the Contracting Officer when funds become available.
