About this file
The document is a Questions and Answers (Q&A) file for a FEMA Guard Service solicitation (No. 70FBR425Q00000162) for Level II Armed Security Guard Service in Florida. The solicitation is a small business set-aside for providing armed security protective services at temporary and fixed facilities including Joint Field Offices, staging yards, and branch offices in support of disaster response and recovery operations. This is a recompete of a previous contract (BPA 70FBR423A00000007, Call Order 70FBR425F00000034 held by REDCON Solutions Group, LLC), currently involving four locations in Florida (Tallahassee, Lakewood, Gainsville, and a Taylor County staging yard).
Key operational details include background check and training requirements for Protective Security Officers (PSOs), with a 30-day window to complete mandatory online and in-person FEMA training. During declared disaster periods (first 120 days), certain facilities can be staffed while background checks are pending. The solicitation gives preference to local firms in counties affected by Hurricane Helene and Hurricane Milton, with radios (4-6 per site) and frequency specifications to be determined by FEMA's IT Department. Funding is contingent on appropriation availability, and the contract is structured under NAICS code 561612 with a small business size standard of $29 million.

| Attachment 01 PWS | In case of emergency mobilization what does that process look like to facilitate the background checks, the required online and in person Federal Emergency Management Agency (FEMA) training? | Background checks |
During the post award meeting, the company will be provided a package with the required documents to be completed for a background check to be conducted on each Protective Security Officer (POS) they employ. The company can have the guard complete the paperwork and email it to the Contracting Officer's Representative (COR) or Alernate Contracting Officier's Representaive (ACOR). Ensure information is password protected.
If we are in the first 120-days of a declared disaster, we are allowed to staff certain facilities (Joint Field Office (JFO), Disaster Recovery Centers (DRCs), and Staging Yards) while waiting on the background to be completed. During that time, if a PSO comes back with an unfavorable background check, the company is notified immediately and must remove the guard from their post and the contract.
Required online and in person training As stated in the Performance Work Statement (PWS), the contractor is required to ensure that the employees complete the training with 30-days of being awarded the contract. Most of the online training can be completed by the individual PSO. The company will be responsible for collecting and providing a copy of the PSO's score and certificates to the COR. New employees entering the contract must receive the training within 10 business days of joining the contract. In person training can be coordinated with the COR/ACOR. Virtual training may be an option if in-person training is not feasible.
