About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, issued a Request for Lease Proposals on July 28, 2026, for approximately 4,000 square feet of recruiting office space in Crystal City, Missouri, with proposals due August 4, 2026, at 12:00 a.m. CDT. The Government currently occupies space under an expiring lease and will select an alternate site only if economically advantageous, weighing relocation costs including physical move, tenant improvement replication, telecommunications infrastructure, and agency downtime against available options.

Lessor responsibilities include providing 24-hour unrestricted access, communications infrastructure (DSL, T1, or satellite), a secondary exterior exit, and 24-hour lighted parking for 12 Government vehicles plus additional onsite or proximate parking. All utilities (electricity, gas, water, sewer, trash, internet, phone) must be metered separately and provided by the lessor without proration. The lessor maintains the property in tenantable condition, delivers heating and cooling at 70–78 degrees Fahrenheit per ANSI/ASHRAE standards, performs twice-weekly janitorial service including HEPA vacuuming and high-touch disinfection, and maintains comprehensive fire protection, ABA accessibility compliance, mold remediation within 72 hours, and minimum $1 million public liability and $500,000 property damage insurance.

Award goes to the offeror providing best value, weighting price and technical factors approximately equally. Price evaluation encompasses fully serviced gross annual rent per square foot, janitorial services, utilities, parking, and lessor construction contributions. Technical factors include location within the delineated area, neighborhood quality, building appearance, parking sufficiency, floor plan efficiency, high-speed internet, and accessibility. The lease term is five years with 90-day Government termination rights. Offerors must provide evidence of ownership or control, comply with federal sustainability and security standards, and accept GSA Form 3517B general clauses and USACE Recruiting Lease Form L100 terms.

Notice text

The US Government currently occupies office and related space in a building under lease in Crystal City, MO that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately 4,000 square feet.  Information should be sent to Katie Long, at Kathryn.c.long@usace.army.mil, 816-389-2409.
