Place of performance is Bremerton, Washington. The requirement spans up to 365 days from contract award and targets approximately 86 civilian employees, over 80% at developmental levels. The contractor must deliver five virtual training modules via a Navy-compatible platform (Teams or Zoom acceptable) during workday hours (0600–1800 PST, Monday–Friday): Absence, Leave Abuse and Medical Issues Week (36–40 hours); Administrative Investigations (Non-Harassment) (6–8 hours); Advanced MSPB Law: Navigating Complex Issues (3 days, 6–8 hours per day); MSPB Law Week (5 days, 6–8 hours per day); and Workplace Investigations Week (5 days, 6–8 hours per day). Each course accommodates up to 40 participants, and only one delivery per course is required. The government will determine final participant counts and training dates.

Trainers must hold expertise in assigned HR topics, provide verifiable DoD or OPM references within five years, and demonstrate ability to deliver interactive content in virtual environments. Offerors may propose teams of subject matter experts. Technical proposals must not exceed five pages; total submissions must not exceed ten pages. All quoters must register in SAM with current representations and certifications.
