About this opportunity
The United States Air Forces in Europe - Air Forces Africa (Department of the Air Force) is seeking qualified vendors to provide comprehensive installation, configuration, and commissioning services for a stand-alone Lenel Access Control System (ACS) designed to secure a Sensitive Compartmented Information Facility (SCIF) entrance at Ramstein Air Base in Germany. The scope of work requires contractors to supply all necessary hardware, software, materials, and labor, including a Lockmasters LKM10K lock, HID exterior CAC card reader with integrated PIN pad, Lenel OnGuard software on a desktop computer, monitor, CAC enrollment reader, uninterruptible power supply, and a wall-mounted enclosure with control panel, power supply, and backup batteries. Key requirements include installation of all ACS cabling within Electrical Metallic Tubing (EMT) conduit with complete labeling, full software configuration and system testing, and delivery of one administrator-level training session to facility personnel. This is a market research and sources sought notice only; responses do not constitute formal proposals and will not result in immediate contract award. Interested vendors must submit responses electronically by May 13, 2026, at 11:00 AM Central Standard Time to the identified government contacts, with responses limited to a maximum of 15 pages.
This pre-solicitation notice carries no set-aside designation and does not identify any incumbent contractors or current service providers. No specific budget range or award value has been disclosed in the pre-solicitation materials. The government will provide site access with SCIF escort support, coordinate with the Security Manager for compliance validation, supply one dedicated 230VAC 15-20A breaker and outlet for the ACS, and provide dedicated desk space and secure mounting locations for equipment. Work is to be performed during normal business hours at the Ramstein location, with scheduling coordinated between the contractor and customer. Responses should include comprehensive company business information, CAGE code, primary points of contact, and details regarding any teaming or joint venture partners, with clear designation of any proprietary information included in submissions.
