About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has published an Intent to Sole Source special notice for a Leica Microsystems maintenance agreement at the Providence VA Medical Center. The VA intends to award a one-year base contract with no option years to Leica Microsystems for maintenance services on three specialized laboratory systems: the Bond-III Processing Module, HistoCore SPECTRA CV, and HistoCore SPECTRA ST. These systems are currently operational in the Providence VA's Pathology and Laboratory department and are used for processing and staining human tissue slides through various staining procedures. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures with NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The original equipment manufacturer (OEM) Leica Microsystems is the intended sole source contractor due to their proprietary manufacturing of these specialized systems.

The primary objective of this special notice is to provide an opportunity for other contractors to challenge the sole source determination by demonstrating their capability to provide equivalent maintenance services for these specialized laboratory systems. Interested contractors must submit written capability statements or letters of interest to pearl.wray@va.gov by September 30, 2025, at 0800 EST to be considered. The maintenance agreement will include a Silver Service Package encompassing emergency repair support during business hours, one planned maintenance inspection per year, technical support via multiple channels, complete service labor and travel coverage, certified OEM replacement parts, and priority service scheduling. Contractors must meet strict VA compliance requirements including proper identification, designated parking, adherence to facility regulations, and comprehensive federal records management protocols. The final determination to proceed with sole source procurement or open the opportunity to competition remains entirely at the discretion of the Contracting Officer.
