About this opportunity
The Department of Veterans Affairs (VA), specifically the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan, has issued a Special Notice announcing its intent to award a sole source contract for Leica equipment preventative maintenance and services. The VA intends to negotiate directly with Leica Microsystems Systems, Inc. based in Deerfield, Illinois, citing FAR 6.302.1 which allows for sole source procurement when only one responsible source can satisfy agency requirements. This procurement falls under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The contract will be structured as a firm fixed price agreement covering the period from November 1, 2025, through October 31, 2026. The specialized nature of the Leica equipment maintenance requirements has led the VA to pursue this non-competitive approach.
The primary purpose of this Special Notice is to inform the contracting community of the VA's intention to proceed with sole source procurement while providing an opportunity for other potential contractors to challenge this decision. Interested parties must submit responses by 3:00 PM Eastern on August 27, 2025, via email to Alexis.Alexander1@va.gov. Any response must provide clear and convincing evidence that opening the procurement to competition would be advantageous to the government. No solicitation package is available for this procurement, and the final determination whether to compete remains solely at the government's discretion. The contractor selected will be responsible for providing all necessary parts, labor, equipment, materials, and supervision required to service the Leica equipment at the medical center. The notice emphasizes that all work must be performed in strict accordance with the statement of work and contract terms and conditions.
