About this opportunity
The Department of the Navy, through the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), issued a Special Notice on January 30, 2026, announcing its intent to award a sole-source, firm fixed price contract to LECO CORPORATION for preventative maintenance and calibration services on a LECO RC612 Moisture Analyzer. This notice informs interested parties of the government's procurement plan and invites demonstrations of alternative capabilities, though a competitive procurement is not guaranteed. The equipment to be maintained is located at Trident Refit Facility (TRF) Bangor at Naval Base Kitsap in Silverdale, Washington. The contract period is estimated to run from February 14, 2026, to February 13, 2027. This is a specialized maintenance requirement for proprietary equipment that typically necessitates original equipment manufacturer expertise.
The primary objective of this Special Notice is to provide LECO CORPORATION or other capable contractors with the opportunity to demonstrate their qualifications before the government makes a final determination on whether to conduct a competitive procurement. Interested parties must submit written responses by February 20, 2026, at 12:00 PM PST via email with the subject line "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A26Q0010," clearly articulating their capabilities to perform the work. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for contract award. The contracted service involves one scheduled annual preventative maintenance and calibration visit requiring approximately 16 hours of work performed by a factory-trained service engineer during business hours, with all personnel requiring security clearance for Naval Base Kitsap Bangor access. The contractor must furnish all necessary personnel, parts, tools, and equipment while adhering to strict OEM specifications and delivering a comprehensive service report within 30 days of completion.
