About this opportunity
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), under Department of the Navy Naval Supply Systems Command, seeks forklift leasing services under RFP N4523A27Q1302 on a one-year IDIQ ordering period, with quotes due November 3, 2026, by 9:00 AM Pacific Standard Time. The procurement is full and open with no set-aside, and it uses FAR Part 12 commercial procedures under NAICS 532490 and PSC W039. A separate written solicitation will not be issued.
Work is performed at PSNS & IMF in Bremerton, Washington. The PWS names Bangor/Silverdale and Everett as primary locations and allows satellite locations within a 50-mile radius of the shipyard. The estimated concurrent fleet is eighteen 3-ton, nine 7-ton, one 7-ton with 8-foot forks, five 10-ton, one 17-ton, and one 17-ton with 48-inch load center capacity. The estimated period of performance runs November 9, 2026, through November 8, 2027, with FOB Destination delivery.
Offerors must enter proposed monthly lease rates only in the yellow-highlighted cells of the Exhibit A Equipment Price Sheet. Those rates become the basis for all pre-priced task orders. Lease rates must include delivery, pickup, and maintenance transportation at no separate charge. Rentals bill in full-month increments, with partial months prorated at the monthly rate divided by 30. Maintenance requires on-site response within eight hours of notification, and replacement units must be provided within 24 hours if repairs cannot be completed in that window, per the Q&A record. Service hours are Monday through Friday, 0700 to 1600. All personnel must obtain security badges, and processing can take up to ten days.
Quotes must appear on company letterhead with company name, address, point of contact, and CAGE code, and must include supporting documentation such as previous invoices. Each submission requires a signed certification that the solicitation and PWS were read in their entirety. Service Contract Labor Standards apply under Wage Determination 2015-5417 Rev 32.
The government price ceiling is $346,364.00 for the IDIQ. Award goes to the responsible offeror whose offer is most advantageous based on price and technical acceptability. Price evaluation uses estimated lease months, and the template calculates total evaluated price for evaluation only. The Q&A attachment and an updated ELIN pricing sheet have been posted, and the Q&A record supersedes the earlier PWS response-time terms.
