About this file
This document is a Questions and Answers (Q&A) record for a federal forklift rental contract solicitation, organized into five rounds of clarifications (KTR #1 through KTR #5).
The contract requires rental of various forklift models to support federal operations at multiple Washington State locations (Bremerton, Bangor/Silverdale, and Everett). Estimated concurrent equipment needs include eighteen 3-ton forklifts, nine 7-ton units, one 7-ton with 8-foot forks, five 10-ton units, one 17-ton unit, and one 17-ton with 48-inch load center capacity. Rental periods are charged in full-month increments, with partial months prorated at a daily rate (monthly rate divided by 30 days). The monthly lease rate must include all delivery, pickup, and maintenance transportation costs with no separate charges. The contract is structured as a firm-fixed-price IDIQ base contract with pricing established prior to award, with actual lease duration and quantities determined by subsequent task orders. Service response requirements specify that contractors must respond on-site within eight hours of notification to diagnose and repair equipment, with replacement units provided within 24 hours if unable to complete repairs within 24 hours of notification. All service hours are Monday through Friday, 0700–1600, excluding nights, weekends, and holidays. Forklift delivery must align with task order award dates, with inspection documents provided within two business days of task order start. Badging and site access processing can take up to ten days. The pricing sheet includes line items for each forklift category and its specified variations, and offerors complete four highlighted monthly-rate cells with totals carried to CLIN 0001. The quote submission deadline is Tuesday, November 3, 2026, by 9:00 AM Pacific Standard Time. PWS Paragraph 6 covers all equipment specifications, including fuel type, tire type, and mast height requirements for each equipment type.

KTR#1
1. Repair and replacement deadlines — PWS §§4.7.2 and 6.3; Technical Exhibits 1 and 2. Section 4.7.2 requires a replacement vehicle within 24 hours for unscheduled repairs. Section 6.3 and Technical Exhibit 1 specify repairs within eight hours of notification or a replacement within two business days. Technical Exhibit 2 lists repairs within 24 hours. Which deadlines govern? Please also confirm whether the deadlines run only during the stated Monday–Friday, 0700–1600 service hours or include nights, weekends, and holidays.
Answer:
Monday–Friday, 0700–1600 service hours. For repairs, contractor will respond on site within 8 hours from notification from COR to diagnose/repair forklift. Two business days to replace forklift if unable to repair within 24 hours of notification.
2. Initial delivery and subsequent task orders — Technical Exhibits 1 and 2. Technical Exhibit 1 references delivery within two business days of the task order start date, while Technical Exhibit 2 references delivery within one to two days of contract award/task order award. Please confirm the required delivery deadline, whether days are business or calendar days, and the anticipated equipment types and quantities for the initial task order.
Answer:
Forklift delivery to align with task order award date. Provide inspection documents within 2 business days of task order start date.
3. Estimated demand and minimum guarantee — Solicitation paragraph 10; PWS §8.3; Equipment Pricing Sheet. Please identify the contract’s minimum guaranteed dollar amount or quantity. Can the Government also provide the estimated number of forklifts required concurrently by category, typical rental durations, and historical usage?
Technical Exhibit 3—Estimated Workload Data is listed in the PWS but was not included in the copy available to us. Please provide this exhibit.
Answer:
Estimated rental duration will be month increments. Estimated number of forklifts required concurrently (18) 3-Ton, (9) 7-Ton, (1) 7-Ton W/ 8’ forks, (5) 10-Ton (1) 17- Ton and (1) 17-Ton W/ 48” Load Center.
4. Forklift variations — PWS §§6.1.2, 6.1.4, 6.1.6, and 6.1.8. The PWS includes longer-fork variations and a 48-inch load-center variation for the 17-ton forklift, while the pricing sheet provides only one rate per equipment category. Must each category’s monthly rate cover all listed variations? Please also confirm the required net lifting capacity for the 17-ton unit when configured with 120-inch forks and a 48-inch load center.
Answer:
Contractor set’s monthly rate for all the fork variations and 48” load center 17-ton.
Capacity for 17-Ton with either configuration should have capacity per paragraph 6.1.7 of the PWS, 33,000lbs – 36,000lbs. Pricing Sheet has been updated with the variation.
5. Transportation and rental billing — PWS §6.4; Equipment Pricing Sheet. Should delivery, pickup, and transportation for maintenance or replacement be included in each monthly rental rate, with no separate transportation charge? Please also define a rental month and explain how partial months will be billed or prorated.
Answer:
Monthly rental rate should include delivery, pickup and maintenance costs associated with the forklift. Only full month increments will be utilized. Rental months could potentially be 11/11/2026 – 12/10/2026, 01/01/2027 – 01/31/2027 or 02/19/2027 – 03/18/2027.
6. Pricing sheet instructions. The completion instructions reference the evaluation total in cell G50, but the supplied workbook calculates the total in G9. The sheet also displays a placeholder solicitation number. Please confirm that offerors should complete only the four highlighted monthly-rate cells and carry the G9 total to CLIN 0001.
Answer:
Yes
7. Installation access — PWS §1.8. This section references a Badging and Access Requirements Attachment. We did not locate that attachment in the supplied documents.
Please provide it and confirm any anticipated processing time for delivery drivers and service technicians.
Badging can take up to 10 days to receive once all the documents have been submitted to security.
KTR#2
1. Once the forklift equipment has been ordered, are we to automatically invoice for one month whether or not it's used for a month, or are we to bill for the number of hours that the equipment is actually in use?
Answer:
Invoicing can only be submitted once the period of performance is complete. Example task order is 11/1/2026 – 12/31/2026, vendor can bill first month’s invoice starting 12/1/2026 for 11/1/2026 – 11/30/2026. 12/1/2026 – 12/31/2026 can be billed starting 1/1/2027. Once the equipment is delivered, whether it’s used or not, the rental rate will apply. If a full month is not ordered, then the monthly rate will be divided by the 30 days to find the daily rate
2. If that is the case that we are to only bill for the time that the equipment is used, will a new price schedule be issued?
No, contract is going to be a firm fixed contract. Pricing is set prior to award.
KTR#3

1. Exhibit A (C2 Exhibit A Equipment Pricing Sheet), Price Breakdown Sheet, ELINs 0001AA-0001AD:
the "Estimated Lease Months" column is blank/zero for all four forklift types, so the evaluation total in cell G50 calculates to $0. Can the Government provide the estimated lease months per forklift type that will be used for the weighted price evaluation?
Answer: That will be determined by the task order issued from the IDIQ base contract. Estimated number of forklifts required concurrently (18) 3-Ton, (9) 7-Ton, (1) 7-Ton W/ 8’ forks, (5) 10- Ton (1) 17-Ton and (1) 17-Ton W/ 48” Load Center.
2. Attachment A5 (PWS, Redacted), Part 4 "Contractor Furnished Items and Services" and following: the posted redacted copy ends at the Part 4 heading. Can the Government provide the complete Part 4 onward (maintenance/inspection intervals, emergency repair response time, and the required forklift specifications such as fuel type, tire type, and mast height for each ELIN)?
PWS Paragraph 6 covers all the specifications.
3. PWS paragraphs 1.4 and 1.7.1: should delivery and pickup transportation to Bremerton, Bangor/Silverdale, and Everett be included in the monthly lease rate, or will it be priced separately per task order? Also, what delivery lead time is expected after a task order is issued?
Answer:
Needs to be included in monthly lease rate. Delivery of forklift must meet the Period of Performance identified in the task order
