The Department of Homeland Security US Coast Guard seeks lead dust cleaning and lead wipe testing services at Quarters 2, US Coast Guard Academy, with quotes due June 18 at 8:00 AM EST. This is a 100% small business set-aside. A mandatory site visit is required June 9 at 10:00 AM EST at 2 Seneca Drive, New London, Connecticut; this is the only available date and attendance is mandatory to quote. A secondary site visit will take place June 15 at 10:30 AM EST.
Place of performance is 31 Mohegan Avenue Parkway, New London, Connecticut. The prime contractor must hold a Connecticut Lead Abatement Contractor License and possess a REAL ID for site access; no subcontracting of lead cleaning work is permitted. Work must comply with HUD, EPA, and Connecticut State Agency regulations, with clearance results required to be below 5 micrograms per square foot for floors, 40 micrograms per square foot for windowsills, 100 micrograms per square foot for window wells, and 40 micrograms per square foot for the front porch. Lead wipe testing must be completed by a third-party Connecticut Certified Lead Inspector. Period of performance is June 18–25, 2026. Prevailing wage applies. The contractor must submit a Safe for Occupancy Letter from the Lead Inspector and ensure lab samples are processed with a 24-hour turnaround time, including resampling if initial results exceed acceptable limits.
Award will be made on a Lowest Price Technically Acceptable basis with fixed pricing.
