QUARTERS 2 LEAD DUST CLEANING AND SAMPLING 4
Project Information- Quarters 2 at the US Coast Guard Academy (2 Seneca Drive) is required to have a lead dust cleaning and lead wipe testing done prior to new occupants moving in. The home must pass EPA standards, and a letter of occupancy from a CT Certified Lead Inspector.
A. Requirements- Lead dust cleaning of all window wells, windowsills, hardwood floors, carpet, front porch, tile in bathrooms and kitchen, basement floor, basement windows, basement windowsills, garage floor and HEPA vacuuming of any reachable outside window ledge areas that have debris. During the cleaning, all carpet must be covered in 6-mil plastic to prevent damage to the carpet. The carpet will be HEPA vacuumed as you finish a floor and pull the plastic up and move down to the next floor of the house. Once completed a lead wipe test must be completed by a third party. The following must be tested: 1 window well, 1 windowsill, and 1 floor sample per room. If the room has a window with no windowsill, then one will be taken of the window well and floor. All work and work areas shall follow regulations set forth by the Federal Department of Housing and Urban Development (HUD), Federal Environmental Protection Agency (EPA) regulations, and Regulations for Connecticut State Agencies. The following listed below is a breakdown by floor and room sample requirements. As per the EPA regulations for clearance testing, results must be below 5 micrograms per square foot (ug/ft2) for floors, 100 micrograms per square foot for window wells, and 40 micrograms per square foot for windowsills. The front porch requirement is less than 40 ug/ft2).

Master Bedroom- 1 floor, 1 window well, 1 windowsill Bedroom 2 (Front of House)- 1 floor, 1 window well, 1 windowsill Bedroom 3 (Back of House)- 1 floor, 1 window well, 1 windowsill Hall Bathroom- 1 floor, 1 window well, 1 windowsill Master Bathroom- 1 floor, 1 window well, 1 windowsill Hallway- 1 floor, 1 window well, 1 windowsill 3rd FLOOR- 896 sq.ft.
Bedroom 4- 1 floor, 1 window well, 1 windowsill (1 window has a sill and the other has a well) Bedroom 5- 1 floor, 1 window well (no windowsills) Bathroom- 1 floor, 1 window well. (no windowsills) Hallway- 1 floor, 1 window well (no windowsills)

1. Contractor is responsible for getting lead dust under the acceptable EPA regulations for a home with children along with a letter from a State of CT Certified Lead Inspector.
2. Samples sent to lab must be sent with a 24-hour turnaround time. This includes resampling if first samples are above acceptable limits.
3. This contract is using prevailing wage.
4. Contractors must have REAL ID to gain access to USCG Academy.
B. Submittals- The following shall be submitted to CGA:
1. A copy of a Connecticut issued Lead Abatement Contractor License.
2. A copy of all results and reports from the lead wipe testing from Quarters 2.
3. A Copy of the CT Certified Lead Inspector License.
4. A Safe for Occupancy Letter from the Lead Inspector.
5. Prime Contractor only no subcontracting lead cleaning.
C. Schedule-
1. Walk though of home:4 June 2026 @1000 meet at 2 Seneca Dr (This is the only date and time that the walkthrough will be allowed. This is required to bid.)
2. Bids are due by COB: 12 June 2025 (COB)
3. Period of performance: June 18-25 2026 (Work in home has to be finished before starting) dates may slide to the right.
· All dates listed in the schedule are tentative and may be adjusted based on the solicitation closeout timeline. Contractors are responsible for monitoring updates and ensuring compliance with any revised deadlines issued by the US Coast Guard Academy.
