The Department of Housing and Urban Development (HUD) is soliciting qualified contractors to provide Lead-Based Paint Evaluation Support Services across four regional Homeownership Centers covering all U.S. states, territories, and Puerto Rico. The services include visual assessments, lead-based paint inspections, stabilization plan preparation, and clearance examinations for HUD-owned single-family properties built prior to 1978. Contractors must be state-licensed and EPA-certified lead-based paint inspectors capable of providing all necessary equipment, materials, supervision, and support services to perform comprehensive evaluations in accordance with HUD, EPA, and OSHA regulations. The evaluation criteria are weighted approximately equally across technical capability, past performance, and pricing, with offerors required to demonstrate relevant experience and ability to perform the required services. This is a competitive 8(a) set-aside procurement with four single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, one for each regional Homeownership Center: Atlanta, Denver, Philadelphia, and Santa Ana. The five-year contract period runs from March 24, 2026 through March 23, 2031, with each regional contract carrying a maximum value of $4,000,000 and a minimum order requirement of $10,000. Pricing submissions must be firm-fixed prices covering all technical and clerical services, materials, supplies, travel, reporting, communications, administrative costs, and profit. Historical data shows annual service volumes ranging from 65 to 405 inspections per service type depending on the regional center, with Philadelphia demonstrating the highest service demand. The Government requires 8(a) contractor support to perform Lead-Based Paint Inspection Services across four regional Home Ownership Centers (HOC). The contractor must provide all equipment, management, materials, supervision, supplies, and other items and services necessary to coordinate, perform, schedule, and ensure effective performance to determine the presence of lead-based paint evaluation services in HUD-owned properties, according to the terms and conditions of the contract.

The place of performance for these services are any single-family housing property that requires an LBP inspection within each applicable HOC.

The Ordering Period for each IDIQ will be from 24 MAR 2026 – 23 MAR 2031 (Five Years).
