Q1What kind of turn around time are you looking for on the testing?Please refer back to the PWS, which details the specific timelines for each task.
Q2Are the orders emailed out when received?The work orders for inspection and clearance test will be communicated out by the Field service Management (FSM) Contractor. In the past, this has most commonly been achieved via email. That would likely continue during the performance of the subsequent contract action. However, the answer to this question shall not dictate future contract performance.
Q3The total you bid includes all things travel and testing, do all the jobs pay the same regardless of location?Please refer to Attachment 3 - ELIN Inspection Pricing Spreadsheet and the Pricing Instructions contained within the Solicitation. Per the HOC region of award, the awardee will invoice based on the awarded per-unit inpsection amount.
Q4What do I need to have in place for some subs to do the work in some areas?This question is overly broad. Please refer back to the solicitation for instructions on quote composition and the PWS for details of the work statement and qualifications contained therein.
Q5Where can I find out what the government paid for the last contract? I believe this is a 5 year term?Prior acquisition information may be found on FPDS.gov. The previous contracts were IDIQ contracts, one for each region, the same as this solicitation intends to award. The IDIQ has an award amount, but the full value of the IDIQ after complete performance will eventually be based on the number and value of task orders issued under the IDIQ. Correct, the solicitation anticipates IDIQ contracts with Five-year Ordering periods.
Q6On SF1449, box 10On SF1449, box 10, it’s indicated that the acquisition is “unrestricted”. However the notice description mentions that the Government requires 8(a) contractor support. Is this solicitation an 8(a) set-aside?This is a competitive 8(a) set-aside procurement. The SF 1449, box 10 was incorrect. An amendment does not allows us to revisit that box to correct it.
Q7Vol. III - Past PerformanceFor an 8(a) prime contractor with extensive facility support experience, but limited direct lead-based paint inspection past performance, proposing a subcontractor with substantial LBP inspection experience and contracts exceeding $100,000 per year, can HUD clarify: (a) whether the prime is eligible to substitute key personnel past performance per the solicitation's provision for firms without past performance, (b) what combination of past performance should be submitted (prime's facility support experience, subcontractor's LBP-specific experience, or both), and (c) how the subcontractor's past performance will be weighted in the overall evaluation given that significant subcontracting is anticipated?(a) The solicitation allows for quoters to submit past performance for key personnel that will be performing on the project. (See pg. 7, c. Vol. III Past Performance Instructions, 3rd bullet) (b) That is a business decision on the part of the quoter. (c) Please refer back to the Basis for Award section for information regarding factor weighting.
Q82452.237-70 KEY PERSONNEL and PWS Section 1.8Can HUD clarify whether CEMC (Certified Environmental Management Consultant) certification or other project management certifications are required or considered advantageous for key personnel when evaluating the Technical Capability factor?Please refer back to the PWS for required certifications. HUD will not pre-evaluate quote strategies during the open solicitation period.
Q9Clause 2452.237-83 ACCESS TO CONTROLLED UNCLASSIFIED INFORMATIONThe solicitation requires contractor employees to execute nondisclosure agreements as a prior condition to CUI access. Can HUD clarify: (a) whether CUI access is required immediately upon contract award or determined on a task order basis, (b) the typical processing timeframe for nondisclosure agreements, and (c) whether routine lead-based paint inspection work requires CUI access or only certain specialized tasks?(a) CUI access, as it applies, will be associated with the performance under the task orders. A signed nondisclosure agreement is required prior to contractor access to CUI systems. (b) HUD processing time is minute. (c) The CUI systems include data that possibly includes Personally Identifiable Information (PII). However, the vendor determines their division of labor is a business decision on the part of the vendor.
Q10Attachment 6 – Work Order Notice NumbersUpon analysis of Attachment 6, we identified substantial increases between historical actual volumes (June 2024-September 2025) and the solicitation's projected quantities for OP1. Given that offerors' Total Evaluated Prices will be calculated using these significantly higher projections, which may not reflect actual task order volumes, can HUD: (a) clarify the methodology and assumptions behind the projected quantities (e.g., known pipeline of properties, policy changes requiring increased inspections, budget availability), (b) explain whether offerors should price based on the assumption that projected volumes will materialize or base pricing on historical run rates, and (c) confirm whether HUD has identified specific factors that will drive the 2-8x increase in certain inspection types versus historical patterns?Attachment 6 was provided within the solicitation to provide additional data to the vendors to inform their business strategy. Each quoter may determine its usefulness as it applies to each unique scenario. HUD won't offer any further information to influence the business strategy of the quoter.
Q11Items 0001-0004; Page 10, Attachment 3 – ELIN Inspection PricingThe solicitation lists both "Visual Assessments (PWS 5.1)" and "LBP Inspections (PWS 5.2)" as separate line items with identical projected quantities for each HOC, but Attachment 6 historical data only references "LBP Inspection." Can HUD clarify whether Visual Assessments and LBP Inspections are distinct services requiring separate pricing, or whether they represent the same inspection activity, and if distinct, what differentiates the scope of work and deliverables between the two inspection types?They are distinct tasks as mentioned in the question's PWS citations. HUD will not advise regarding vendor pricing strategies.
Q12Clause 52.219-18; Page 30-31, FAR 52.219-14 Limitations on SubcontractingFor an 8(a) prime contractor proposing to utilize a non-8(a) subcontractor for technical LBP inspection field work while the 8(a) prime retains contract management, project coordination, inspector scheduling across multiple states, quality assurance review of all reports, invoicing, and client communications, can HUD clarify: (a) whether this arrangement satisfies FAR 52.219-14's requirement that at least 50% of contract performance costs be performed by the 8(a) concern, (b) specifically which activities and cost categories (direct labor, project management, overhead, G&A, quality control, administrative functions, profit/fee) are included when calculating the 50% threshold, and (c) whether such a teaming structure would be viewed favorably under the Technical Capability evaluation factor as demonstrating understanding of logistical challenges and program management expertise?(a) HUD will not pre-evaluate a quoter's proposed approach. (b) HUD won't offer comment on, via answers to questions during the solicitation, a vendor's plan for compliance with a material contract term. That is a business decision on behalf of the vendor. HUD will enforce compliance in accordance with the regulations and SBA rules. (c) HUD will not pre-evaluate a vendor's quote.
Q13General QuestionThe solicitation does not specify required insurance coverage types or amounts (e.g., General Liability, Professional Liability/Errors & Omissions, Workers' Compensation, Automobile Liability). Can HUD provide the minimum insurance requirements including coverage amounts, whether HUD must be named as additional insured, and whether waiver of subrogation is required? This information is necessary for accurate cost estimation, as insurance premiums vary significantly based on coverage limits and requirements.Contract requirements are contained within the solicitation and its attachments. Vendors may consider insurance requirements of the locality in which they may perform. HUD will not offer instruction on matters of business judgment and discretion.
Q14Clause 52.219-18; Page 30-31, FAR 52.219-14 Limitations on SubcontractingThe solicitation is an 8(a) set-aside under NAICS 541620 (Services), requiring compliance with FAR 52.219-14, which mandates that the prime contractor perform at least 50% of the cost of the contract incurred for personnel with its own employees. Given the nationwide scope of the potential work and the anticipated low volume per state, adherence to the 50% self-performance requirement may necessitate significant and potentially cost-prohibitive travel, impacting overall competitiveness. Please confirm that our technical and price proposal should include how the contractor intends to meet this requirement.Please see the response to Q12.
Q15General QuestionIf an Offeror is proposing to perform work in more than one HOC, should the Offeror provide separate proposals for each HOC, or a single proposal with pricing across all applicable HOCs?HUD won't advise what a quoter should do. However, a quoter has the option to submit multiple quotes, a quote for each region, for instance. It is up to the quoter to determine its strategy.
Q16General QuestionWho was the last incumbent of this contract, and what was the award amount?Prior contract data may be found at FPDS.gov
Q17General QuestionDo you have a list of each state where these inspections will be done? how many in each state?Each HOC has specifics states and terrorities where the inspections will be performed. HUD can't predict the exact locations of the inspections prior to.
Q18Can you provide the inspection counts, averages, or any prior-year data by state?Please see Attachment 6 for inspection counts during the cited performance period for each HOC.
