About this opportunity
The Air Force Research Laboratory at Wright-Patterson Air Force Base, Ohio announced on July 14, 2026 its intent to award a sole-source purchase order to Agilent Technologies for a 6495D Triple-Quadrupole Liquid Chromatography/Mass Spectrometry (LC/MS) system, with responses due July 29, 2026 by 11:00 a.m. Eastern Time. This is a sole-source procurement authorized under 10 U.S.C. § 3204(a)(1); the Government reserves discretion to conduct competitive procurement based on responses received.
The system will support the United States Air Force School of Aerospace Medicine Epidemiology Laboratory's requirement to conduct Per- and Polyfluoroalkyl Substances (PFAS) testing for military personnel as mandated by Congress. The justification asserts that Agilent is the sole responsible source because all existing analytical methods, calibration models, quality-control procedures, and validated clinical workflows are proprietary to the Agilent 6495 platform; integrating alternative platforms would require method redevelopment, formal validation, and regulatory re-certification, introducing unacceptable operational delays and technical risks. The new system will provide redundancy to support uninterrupted testing during maintenance and repair cycles and will reduce per-test costs from $240 to approximately $10.
The procurement includes the 1290 Infinity III LC System with associated components, MassHunter software licenses, PFAS analysis conversion kit, comprehensive training, three days of on-site consulting, and one-year support services. Responses must be emailed to michael.hornberger.1@us.af.mil with subject line "LCMS System" using only PDF, .doc, .docx, .xls, or .xlsx file formats.
