Minimum Requirements Document Summary
This is a Minimum Requirements Document for the procurement of an Agilent Liquid Chromatography-Mass Spectrometry (LC/MS) system by the United States Air Force School of Aerospace Medicine, Public Health Education division (USAFSAM/PHE), dated 25 June 2026. The procurement is driven by the need to meet Department of War-mandated Per- and Polyfluoroalkyl Substances (PFAS) testing requirements while eliminating operational vulnerabilities associated with the current single-instrument configuration. The second LC/MS system will provide redundancy to ensure uninterrupted testing operations during scheduled maintenance, unscheduled repairs, and periods of increased sample surge, while maintaining compliance with congressional mandates and supporting force health protection and mission readiness.
The required system must be fully compatible with the existing Agilent 6495D triple quadrupole LC/MS platform and include a comprehensive, turnkey solution with delivery, installation, and comprehensive user training. Core hardware components include the 1290 Infinity III Base LC System, LCMS 6495 iFunnel QQQ, 1290 Infinity III High Speed Pump (1300 bar, 5ml/min flow), 1290 Infinity III Hybrid multisampler, 1290 Infinity III Multicolumn Thermostat, Edwards nxL200ie Dry Pump, AJS ion source, and PC hardware with monitor. Software requirements include MassHunter Workstation Software for LC/TQ with user licenses, additional LCMS MassHunter Workstation DA (Quantitative/Qualitative) software license, and Agilent Lab Advisor Advanced Software. The procurement must also include InfinityLab Tool Kit, PFAS analysis conversion kit, comprehensive training course, 3-day on-site method and application consulting (maximum 4 participants), 1-year software update/phone assistance, 1-year PC repair recovery service, and installation with instrument introduction. Additional components include InfinityLab Flex Bench, waste cans, charcoal filters, and the Poroshell 120 EC-C18 column.

Minimum Requirements Document
Agilent LCMS
Document Date: 25 June 2026
Background & Scope: The United States Air Force School of Aerospace Medicine, Public
Health Education division (USAFSAM/PHE) is poised to meet the Department of War (DoW) mandated Per- and Polyfluoroalkyl Substances (PFAS) testing requirements utilizing a single
Agilent Liquid Chromatography-Mass Spectrometry (LC/MS) system. This system utilizes validated in-house methods developed by the Epidemiology Laboratory, enabling internal testing at a fraction of the cost of external referral laboratories.
However, operating a single instrument introduces a critical single point of failure; the section currently lacks operational redundancy and cannot sustain testing capabilities during scheduled maintenance, unscheduled repairs, or periods of increased sample surge. Procuring a second
LC/MS system mitigates this vulnerability, ensures uninterrupted testing operations, maintains compliance with congressional mandates, and directly secures USAFSAM’s ability to support force health protection and mission readiness.
Requirements/Salient Characteristics: To ensure uninterrupted mission support and maintain strict compliance with validated PFAS testing workflows, the system must fully replicate the analytical capabilities and performance characteristics of the existing Agilent 6495D LC/MS platform. The vendor must provide a complete, turnkey solution—inclusive of delivery, installation, comprehensive user training, and all necessary hardware, software, and components required for immediate operational use.
Additionally, the system must fit within the existing laboratory workspace layout and integrate seamlessly with current operating software, validated methods, and standard operating procedures. The following minimum requirements must be met:
