About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory is soliciting proposals for the design, fabrication, assembly, testing, packaging, delivery, and installation of a temporary air handling unit system for the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE) project. The air handling system must feed conditioned air to cryostats and circulate air through large feedthroughs in the cryostat roof using non-conductive duct material and custom adapters, with all associated flexible or fixed ducting connecting to cryostat input ports. Mandatory qualifications include annual revenues exceeding $1 million for the past three years and submission of corporate Environmental, Safety, and Health (ESH) and quality assurance plans with specific Experience Modification Rate (EMR) data. Technical evaluation will assess the vendor's past experience on similar air handling equipment projects, the technical merit of the proposed approach including engineering methodology and schedule, and the quality of ESH and quality assurance program capabilities. Responses are due by May 12, 2026, at 4:00 p.m. Mountain Daylight Time, with technical questions due by April 28, 2026, and an optional pre-proposal conference and underground site tour scheduled for April 21, 2026, with award anticipated on or about June 1, 2026.
This solicitation is issued on a firm fixed price basis with no set-aside designations. The contract period of performance runs from June 1, 2026, through January 31, 2027, with payment structured as monthly progress invoices incorporating a 10 percent retention until project completion and acceptance. The work will be performed at the 4,850-foot underground level at the Sanford Underground Research Facility (SURF) in Lead, South Dakota, where the vendor will integrate the air handling system with non-conductive duct material, custom duct adapters, and electrical connections to a designated power panel all provided by FFDG (the existing prime contractor). No incumbent contractor or award value range is identified in the solicitation materials, and no set-aside is applicable to this procurement.
Notice text
The general purpose of this Subcontract is the acquisition of an air handling unit constructed of shipping splits, which is required during the installation of cryostat membrane, insulation, and detector components. The system will feed conditioned air to the cryostat and circulate air using large feedthroughs in the roof of the cryostat. The air handling equipment will connect to the cryostat via non-conductive duct material to custom duct adapters as provided by FFDG. The air handling equipment shall be electrically connected in conduit to the designated power panel, which is provided by FFDG.
The scope encompasses an air handling system, specifying the total air flow into the cryostats. This includes ducting (flexible or fixed) connecting the air handling equipment to the cryostat input ports. The vendor will procure all materials, fabricate, assemble, test, package, deliver, and install the completed product for the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE), Far Detector and Cryogenics (FDC) subproject, located at the 4850 level underground at the Sanford Underground Research Facility (SURF) in Lead, SD.
