About this opportunity

The Department of the Interior Bureau of Land Management Colorado Region seeks upfitting of seven law enforcement vehicles to comply with DOI OLES General Order 17 requirements, with proposals due August 20 at 8:00 AM ET. The procurement is a total small business set-aside under NAICS 811121 (Automotive Body, Paint, and Interior Repair and Maintenance) with a $9 million size standard.

Performance spans seven vehicles across Colorado and New Mexico: three vehicles in Colorado (a 2025 Chevrolet Silverado 1500, a 2026 Ford F150, and a 2026 Ford F250) and four in New Mexico (a second 2026 Ford F250, a second 2026 Ford F150, a 2023 RAM 2500 requiring only manual door lock installation, and a third 2026 Ford F150). The period of performance runs September 1 through January 3, 2027, with 120 calendar days allocated from award (up to 30 days for parts procurement and 45 days for installation). The government provides delivery and pickup of all vehicles and furnishes government-furnished equipment including graphics packages, Motorola APX-8500 radios, antennas, and specified light components. Contractors must separately price work from transportation and provide free storage for up to 10 calendar days after completion, with daily rates thereafter.

Upfitting requirements include emergency lighting (LED warning strips, spotlights, grille lights, intersection lights), siren and audio systems, prisoner transport security features, Motorola communications equipment, weapons storage with electronic release mechanisms, window tinting (20% in Colorado, 40% in New Mexico except one vehicle), and various accessories. Colorado vehicles require Motorola radios with government-provided control heads, cables, and antennas; New Mexico vehicles require complete Motorola radio accessories except one without satellite communications. All contractors must assume liability for vehicles during work, maintain secure storage, and provide a one-year commercial warranty covering vendor-supplied equipment and labor. Responsive proposals require a completed, priced, and signed SF1449, past experience and performance information, and email submission to Deronda_Chevannes@ios.doi.gov. Evaluation weighs price, past performance using government systems and testimony, and technical factors (schedule adherence and work completion timeline) approximately equally. The government reserves the right to make multiple awards. Amendment 005 (effective August 17, 2026) corrected vehicle 7 scope specifications; all contractors must acknowledge this amendment by the due date or render quotations non-responsive.
