About this file

This is a Questions and Answers document (140L1726Q0013) providing clarifications on a federal solicitation for the customization and upfitting of seven law enforcement vehicles—three in Colorado (a 25 Trailboss, 26 F150, and 26 F250) and four in New Mexico. The contract involves equipment removal, installation of government-furnished equipment (GFE), and vehicle configuration work on a firm fixed-price basis.

The government will provide delivery and pickup of all vehicles; contractors should include all installation consumables in their quotations. Multiple awards are possible, with vendors permitted to quote on one or more vehicles, each with individual quotes and line items (CLIN 010-060). The period of performance is 120 calendar days from award, with an estimated completion window of August 3 to December 3, 2026. Key specifications differ by location: Colorado vehicles require 20% window tint with UV/heat protection and Motorola radios (control heads, cables, and antennas provided); New Mexico vehicles (except one without satellite communications) require 40% window tint and complete Motorola radio accessories. All graphics packages are pre-cut and supplied. Hidden damage or unforeseen conditions discovered during equipment removal require notification to the Contracting Officer Representative for determination of additional work authorization. Schedule extensions may be granted for parts on manufacturer backorder with supporting documentation. Bids must be submitted via email to Deronda_Chevannes@ios.doi.gov with quotations aligned to vehicle specifications as listed; suggestions for deviations may be noted separately without inclusion in quoted totals. The government will verify all GFE as complete and operational prior to contractor receipt and will furnish replacement equipment or authorize equitable adjustments for incompatible reused equipment.

1. Is delivery to be completed FOB by vendor or by the government?

a. Per Provision 52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021)

(Deviation Effective Date) "The contractor shall separately price work identified in the specification from transport9+ation costs of units. The government reserves the right to decline transportation services if providing such transportation is in its best interests." "The government will provide for delivery and pickup of all vehicles."

Delivery and pickup may vary based on what is in the best interest of the government for each vehicle.

2. Will this solicitation result in a single award for all seven vehicles, or may awards be made by individual vehicle or vehicle group?

On Page 2 of the SF1449 solicitation. The government reserves the right to make multiple awards subject to this solicitation if it is in the best interest of the government.

The Colorado vehicles 1, 2, and 3 are the 25 Trailboss, 26 F150 and 26 F250 and are in order of priority for us, we have all in possession and would deliver as soon as award.

The New Mexico vehicles 4, 5, 6, and 7 are available and can be delivered at once or separately.

4. Will all Government-furnished equipment (GFE) be delivered with each vehicle and verified as complete and operational prior to contractor receipt?

Yes, we would provide the programming, pattern, switch assignments post award.

7. Will a formal inspection and acceptance checklist be provided for each completed vehicle?

Inspection and Acceptance will be against award specifications.

8. Will the contractor have an opportunity to inspect donor vehicles prior to beginning equipment removal to verify equipment condition and compatibility?

Yes. Contractors will have an opportunity to inspect all vehicles upon delivery.

9. If hidden damage, previous wiring modifications, or other unforeseen conditions are discovered during removal of existing equipment, how should additional work be handled?

Additional work and/or cost must be brought to the attention of the Contracting Officer Representative

(COR), who will discuss with the Contracting Officer (CO) who will make the final decision as to how to move forward.

10. Will all vehicles be delivered to a single contractor location, or should contractors anticipate deliveries at multiple locations?

Transportation is decided based on each awarded offer. Vehicles will be delivery to the awarded contractor at the awarded contractor's location. This could be a single awardee location if all vehicles were awarded to one vendor or multiple awardee locations if multiple awardees are awarded. If an offer is awarded that includes transportation, then the transportation would pickup and delivery between the government location(s) and contractor location(s).

Yes, the contractor should include all installation consumables in their fixed price quotation

Specification Sheet describes a period of up to 120 calendar days beginning on the date of award. Could you confirm which of these governs, or how the two are intended to work together?

The final period of performance will be 120 days after award. An estimated award date and period of performance was 8/3/20226 – 12/3/2026.

Colorado Vehicles 1, 2, and 3 - We use Motorola radios so that is fixed, whelen and setina produce vehicle specific police upfitting items. It would depend on the functional equivalent and for what purpose

New Mexico Vehicle - Only specific branded components are related to radios items.

27. Will we need to provide an overall quote for all vehicles, or would we need individual quotes for each vehicle?

a. Vendors may quote on 1 or more vehicles. Each vehicle should have its own quote and total.

a. Page 2 of the initial solicitation (Form SF1449) Submission via email by close date to

31. Can we bid for only the northern Colorado vehicles in this bid?

Vendors may quote on 1 or more vehicles. Each vehicle and line item should have its own quote and total.

Line item with more than one vehicle should note total price on SF1449 for both vehicles but the quote should reflect the cost breakdown per vehicle 2.

32. If there are a few differences between what they would like and what is listed on the bid. How do we proceed with that? Should I only quote what is listed on the official document and then we work through a change order if we are awarded it?

Quotes should align with the respective vehicle specifications in the solicitation and questions, without deviations. Suggestions can be noted with any price differences on the vehicle quotes but shall not included in the quoted total price.
