BLM Law Enforcement Vehicle Upfitting Specification Sheet
This is a detailed vehicle upfitting specification document for the Bureau of Land Management (BLM) Law Enforcement program covering seven vehicles requiring emergency equipment installation and configuration. The specification sheet outlines requirements for upfitting one 2025 Chevrolet Silverado 1500, two 2026 Ford F250 trucks, two 2026 Ford F150 trucks, one 2023 RAM 2500, and one additional 2026 Ford F150, all destined for law enforcement use in the Colorado-New Mexico region. The contractor must complete all upfitting work within 120 calendar days from award, with up to 30 days allocated for parts procurement and 45 days for installation work. The specification includes detailed requirements for emergency lighting systems (LED warning strips, spotlights, grille lights, intersection lights, and interior visor lights from manufacturers including Whelen, Sound Off Signal, Unity, Feniex, and Laws), siren and audio systems (ranging from 100-watt speakers to multi-tone controllers), prisoner transport security features (cages, door locks, and window bars), communications equipment (Motorola APX 8500 radios and satellite radio systems), weapons storage systems with electronic release mechanisms, window tinting (ranging from 20% to 40%), graphics packages, and various accessories including tonneau covers, bumpers, consoles, storage systems, and winches.
The contractor assumes full liability for vehicles while in their possession and must maintain secure storage. Initial and final inspections will be conducted by government representatives, with damage occurring during upfitting to be repaired at vendor expense within ten business days. The vendor must provide a one-year commercial warranty covering all vendor-supplied equipment and labor for defects in materials or workmanship, with warranty claims to be addressed within ten business days. Vehicle 1 requires extensive decommissioning of legacy equipment and reinstallation of compatible reusable items from an older Chevrolet Silverado; Vehicles 2 and 7 arrive partially pre-configured requiring completion of wiring and system integration; Vehicle 3 requires decommissioning of a RAM Powerwagon and restoration to OEM condition; Vehicles 4 and 5 represent standardized upfit packages requiring complete installation of all specified systems; and Vehicle 6 requires only installation of a manual door lock mechanism for prisoner transport access. Government will furnish certain equipment including graphics packages, radios, antennas, and specific light components, while the contractor is responsible for purchasing and installing remaining equipment per specifications.
