About this opportunity

The U.S. Army Corps of Engineers Savannah District is procuring a Laser Induced Fluorescence (LIF) System to investigate Light Nonaqueous Phase Liquid (LNAPL) contamination at McEntire Joint National Guard Base in South Carolina. The contractor must provide a LIF system compatible with USACE drilling equipment (Vertek CPT or Geoprobe DPT systems), along with all necessary equipment and personnel to collect and interpret real-time LIF results for identifying drilling locations and depths to delineate LNAPL contamination. The contractor will conduct approximately 20 LIF borings to depths of up to 55 feet below ground level and provide a comprehensive report including data logs, technology descriptions, data interpretation, lifetime and wavelength information, and cluster plots. The evaluation will be based on the lowest-priced, responsible, and responsive quote meeting product specifications. Quotes must be submitted electronically to Amy.L.Collins@usace.army.mil by July 2, 2025, at 11:00 a.m. Eastern Time, with a copy to Glenda A. Canty.

This solicitation is designated as a 100% small business set-aside under NAICS code 238910 (Site Preparation Contractors) with a size standard of $19,000,000. No current contractors or incumbents are identified in the documentation. While no specific award value is mentioned, the project scope includes an estimated 7-day contract duration plus mobilization time, with daily 10-hour operations using a Geoprobe 7822 rig and 1.44" Vertek speed thread rods. The work will be performed in Eastover, South Carolina, specifically at McEntire Joint National Guard Base in Richland County, on maintained lawn/grass surfaces with no concrete or asphalt drilling required. The investigation scope allows for potential adjustments in boring depths and quantities based on real-time LIF results, with borings anticipated to extend approximately 50 feet below ground surface to determine the horizontal and vertical extent of subsurface LNAPL contamination.
