About this opportunity
The National Park Service is procuring replacement of dilapidated docks and fuel systems at Seven Bays Marina, Lake Roosevelt National Recreation Area in Lincoln County, Washington, under Total Small Business set-aside; the solicitation was cancelled effective September 29, 2026 due to a funding change.
The procurement, solicitation 140P2026R0003, was issued September 25 with original proposal due date of November 10, 2026. Amendment 0001, posted September 29, cancelled the solicitation. The requirement may be re-solicited if sufficient funds become available.
Scope includes demolition and replacement of approximately 20,000 square feet of wood-log docks with polyethylene modular floats and steel-framed encased floats, replacement of anchorage systems with gravity anchors and dynamic mooring systems, replacement of gangways and utility systems (electrical, water, sewer pump-out), refurbishment of the septic lift station, replacement of the log boom wave attenuator system, removal and replacement of two underground fuel storage tanks with two above-ground 6,000-gallon fuel tanks with delivery and dispensing systems, and site improvements including vehicular and pedestrian circulation enhancements and parking reconfiguration. Place of performance is Seven Bays Marina, Lake Roosevelt National Recreation Area, Lincoln County, Washington.
The contract was firm fixed-price with base performance period of 548 calendar days from March 1, 2027 to August 30, 2028, with 10 calendar days to commence work after notice to proceed. The marina must remain fully operational Friday before Memorial Day through Labor Day, with construction work restricted to 7:00 a.m. to 6:00 p.m., Monday through Friday, without weekend work permitted absent prior written approval.
Evaluation criteria were technical approach, construction schedule, project experience, key personnel experience, and past performance, with pricing as secondary factor. The contractor was required to self-perform at least 15 percent of total work and comply with 85 percent small business subcontracting limitation for general construction. Performance and payment bonds at 100 percent of contract price and bid guarantees at 20 percent of total proposal price or $3,000,000, whichever was less, were required. Liquidated damages were $1,187.00 per calendar day of delay. NAICS code 237990, small business size standard $45.0 million.
