About this opportunity

The Department of the Air Force Life Cycle Management Center (AFLCMC) at Wright Patterson Air Force Base is conducting a sources-sought market research to identify contractors capable of providing Field Service Representative (FSR) support for Foreign Military Sales aircraft programs under the Large Aircraft Infrared Counter Measures (LAIRCM) office, with responses due by October 30, 2026.

This is market research only; no contract will be awarded based on responses, and respondents will not be compensated. The anticipated requirement involves providing one in-country LAIRCM System FSR and an alternate FSR to support Japan Air Self-Defense Force KC-46A aircraft with organizational-level maintenance, technical troubleshooting, fault isolation, inspections, training, spares monitoring, logistics coordination, configuration management, and risk management.

Place of performance is Japan. The primary and alternate FSRs must each possess minimum relevant experience in aircraft survivability equipment, avionics, or LAIRCM maintenance; demonstrated capability in fault isolation, built-in test review, line replaceable unit removal and installation, and maintenance training; and ability to obtain required government approvals, security clearances, and Japanese business authorization. The FSR is designated key personnel and must be in place within 30 calendar days of award.

The base period is 12 months, with two optional 12-month extension periods exercisable only in sequence. Direct FSR labor is capped at 2,080 hours per 12-month period without written contracting officer authorization. Responses should address company information (CAGE code, UEI, business size, certifications, points of contact), relevant experience with military aircraft or LAIRCM systems, key personnel and staffing capabilities, deployment and host-nation supportability, and recommended NAICS and PSC codes. Submit responses of up to 6 pages (excluding cover page and appendices) to james.bachinsky.1@us.af.mil by October 15, 2026.
