EPARTMENT OF THE AIR FORCE
AIR FORCE LIFE CYCLE MANAGEMENT CENTER
WRIGHT-PATTERSON AIR FORCE BASE OHIO
3 September 2026
SUBJECT: SOURCES SOUGHT NOTICE
SOLICITATION NUMBER: FA8638-26-F-XXXX
TITLE: Sources Sought – Field Service Representative (FSR) Support for Foreign Military Partners
OVERVIEW
This is a SOURCES SOUGHT NOTICE ONLY for market research and planning purposes. The Department of War, through the Air Force Life Cycle Management Center (AFLCMC), Large Aircraft Survivability (LAS) Program Office (AFLCMC/ESYL), specifically the Large Aircraft Infrared Counter Measures (LAIRCM) office is conducting market research to identify potential sources capable of providing Field Service Representative (FSR) support for various Foreign Military Sales (FMS) aircraft programs. The associated draft Performance Work Statement identifies the requirement as support for the FMS aircraft and reflects AFLCMC/ESYL program involvement.
This is not a solicitation for proposals, quotes, or other offers. No contract will be awarded based on responses to this notice, and the Government will not pay for information provided in response to this Sources Sought.
BACKGROUND AND PURPOSE
The Government anticipates a requirement for contractor-provided FSR support associated with the Foreign Military Sales program. The available PWS cover page identifies the requirement as an FSR effort associated with the LAS Program Office, AFLCMC/ESYL.
The purpose of this notice is to:
1. Identify businesses capable of providing qualified FSR support for the FMS aircraft program.
2. Assess industry capability to provide both a primary FSR and alternate FSR to ensure continuity of support.
3. Obtain information on personnel qualifications, deployment readiness, access/authorization supportability, and contingency staffing.
4. Support acquisition planning, including potential contract structure, business-size considerations, and evaluation approach.
ANTICIPATED REQUIREMENT
The Government anticipates a requirement for contractor-provided Field Service Representative support for the FMS aircraft program. Based on the available contract clause language, the effort is expected to require both a primary LAIRCM System FSR and an alternate LAIRCM System FSR, each considered essential to successful task-order performance.
Interested sources should be prepared to demonstrate the ability to provide qualified personnel and support functions typically associated with an aircraft-system FSR requirement, including technical field support, coordination with Government stakeholders, continuity of performance, deployment readiness, installation-access compliance, and host-nation supportability, where applicable. Because the full PWS text was not retrievable from the attached file, specific performance tasks, deliverables, and performance standards should be validated against the final PWS prior to release.
The Government anticipates that interested sources will need to demonstrate the ability to support timely personnel mobilization, deployment readiness, installation access, host-nation requirements, and continuity of operations. Respondents should be prepared to show their ability to assemble and submit a complete staffing package for proposed personnel, including supporting qualification, training, authorization, and contingency documentation.
KEY PERSONNEL
The available clause language indicates that the primary LAIRCM System FSR and alternate LAIRCM System FSR are considered key personnel essential to performance. Within five business days after task-order award, the contractor is expected to submit a staffing package for the primary and alternate FSR. The staffing package is expected to include:
• Resume;
• Documentation of relevant qualifications and experience;
• Required training and authorization records;
• Documentation demonstrating ability to meet deployment, installation-access, and host-nation requirements;
• Signed letter of commitment from the proposed primary FSR and alternate FSR;
• Mobilization and deployment timeline; and
• Contingency and backfill plan.
The same clause indicates that proposed personnel may not independently perform LAIRCM-specific support until the Contracting Officer provides written notice that staffing-package review is complete and all required Government approvals, access, and authorizations have been satisfied. It also indicates that removal, replacement, reassignment, or diversion of the primary FSR generally requires prior written approval, except in emergencies, and that replacement personnel must meet or exceed the qualifications, training, authorization, access, and experience requirements of the replaced FSR.
