About this opportunity

The Department of State is soliciting quotations for landscaping and grass cutting services at the U.S. Embassy in Panama City through Request for Quotations (RFQ) 19PM0726Q0004. The procurement requires cutting and removal of approximately 52,902 square meters of grass across three sections, including 13,165 square meters of Elephant Grass and 39,736 square meters of semi-improved grass, with five scheduled cuts per year in February, April, June, August, and October. The contractor must provide all labor, materials, equipment, and insurance; maintain a quality control supervisor on-site; comply with OSHA standards and safety requirements; and remove all cut grass and debris. The U.S. Government will award the contract to the responsible company submitting the lowest-priced acceptable offer based on initial quotations without discussions, unless discussions are deemed necessary with competitors in the competitive range. Critical deadlines include January 14, 2026, to arrange mandatory site visit attendance (scheduled for January 26, 2026, at 10:00 a.m.), January 28, 2026, for written questions submission, and February 12, 2026, at 3:30 p.m. local time for quotation submission to pnmprocreq@state.gov.

This is an unrestricted procurement with no set-aside designation, and the historical contract value for the prior award was $113,504.20 USD for the base year. The contract will be awarded for a 12-month base year with two optional one-year extensions, totaling up to three years of performance. The place of performance is Panama City, Panamá Province, Panama, specifically at the Cardenas Excess Lands near the U.S. Embassy property perimeter, with work conducted Monday through Thursday from 8:00 AM to 4:30 PM and Fridays from 8:00 AM to 11:00 AM. All offerors must be registered in the System for Award Management (SAM) prior to proposal submission and must submit completed documentation including SF-1449, pricing schedules, representations and certifications, and proof of SAM registration. Prospective contractors interested in local partnerships may subcontract or team with Panamanian firms, provided they establish or plan to establish a Panama office within 30 days of award, with all personnel subject to background checks and security clearance requirements.
