1. Are two-way radios/walkie-talkies permitted for contractor personnel on Embassy-controlled property and within the work area?

A: Two-way radios/walkie-talkies are not specifically prohibited by this solicitation. However, contractors must comply with all security protocols established by the U.S. Embassy Panama and local telecommunications regulations. Any communication devices brought on-site are subject to security screening at entry points.

2. If permitted, are there approved frequencies, power limits, or device restrictions (e.g., no recording, no GPS, no Bluetooth)?

A: This solicitation does not specify approved frequencies or device restrictions. Contractors should coordinate with the Contracting Officer's Representative (COR) prior to bringing any electronic communication equipment on-site to ensure compliance with Embassy security requirements. The solicitation requires that offerors "operate an established business with a permanent address and telephone listing in Republic of Panama or plans to establish an office within 30 days of contract award." 12. Are there restrictions on typical elephant grass cutting equipment (brush cutters, trimmers, mowers, small tractors, chippers, etc.)?

However, all contractor personnel must be submitted through “Visitor Access Request” for checks before site access is granted. The contractor must provide a personnel list within 5 days after Notice to Proceed, and visitor access request may take up to 5 days to complete.

14. Are there prohibited items on-site (cameras, GPS devices, phones in certain areas, fuel containers, etc.)?

A: While the solicitation does not provide an exhaustive list of prohibited items, all items brought on-site are subject to security screening. Cameras and recording devices are typically restricted on Embassy property. Fuel containers must be approved types and stored in COR-approved locations. 17. What is the period of performance (base and option years)?

A: The performance period is 12 months from the start date in the Notice to Proceed, with two (2) one-year option periods. The total duration including all options shall not exceed three (3) years.

18. Were there any key performance challenges/lessons learned the Embassy wants addressed in the next contract?

27. Regarding the "authorized disposal location" mentioned in SOW 1.4.1, is there a designated Government site, or must the contractor identify and pay for a commercial facility?

A: The contractor must remove all cut grass and debris "to an authorized disposal location outside the Cardenas area and Embassy Compound." The contractor is "responsible for all expenses incurred in the collection and disposal of debris."
