About this opportunity

The U.S. Geological Survey, Department of the Interior, is soliciting information and market research for design, build, and delivery of a tri-band S/X/Ka antenna system at the USGS EROS facility in Sioux Falls, South Dakota, with RFI responses due by September 9, 2026 at 11:00 AM Central Time. This is an unclassified civil procurement (NAICS 541330, PSC R425) with no set-aside. The Government is considering a Firm-Fixed Price contract structure: an 18-month build phase followed by ten years of maintenance with repair options, spanning fiscal years 2026 through 2038.

The antenna system must provide S-Band transmit (2025–2108 MHz) and receive (2200–2290 MHz) with dual-polarization X-Band (7900–8500 MHz) and Ka-Band (25.5–27.0 GHz) reception, supporting simultaneous S-Band transmit with X- or Ka-Band data reception. Performance specifications include S-Band EIRP of 54 dBW, G/T ranging 19–21 dB/K (aperture 7.3m, 9m, or 10m TBD), X-Band G/T 29–32 dB/K, Ka-Band G/T 37.5–41 dB/K, beam radial errors of 0.01 degrees RMS (Ka-Band), 0.05 degrees RMS (X-Band), 0.3 degrees RMS (S-Band), 0.9999 availability, and 30-minute UPS backup. Scope includes antenna pedestal and reflector, low-noise and high-power amplifiers, positioner motors, fiberoptic signal links, boresight/collimation tower, radome with environmental controls, civil works and foundation, and power infrastructure modifications. Environmental operation: -30°F to +120°F, winds to 45 MPH sustained/60 MPH gusts, survival to 100 MPH, rainfall and snowdrifts to 60 inches, hail to 5 inches.

An Industry Briefing is scheduled August 17, 2026, 1:00 PM–3:00 PM Central Time. Clarification questions close August 31, 2026. RFI responses are limited to 20 pages and must include organization information, up to three relevant projects from the past five years, feedback on draft SOW, costing for each antenna class with performance metrics, contract-type recommendations, and budgetary estimates using the provided Cost Data Template. Submit responses to Contracting Officer Terrence Hardy (Terrence_Hardy@ios.do.gov). This RFI is for planning purposes only and does not constitute a commitment to award.
