About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the United States Geological Survey (USGS) for a Landsat Tri-Band Antenna procurement.

The USGS seeks market research information to identify potential sources and assess industry capabilities for an upcoming antenna system procurement. The scope includes project management and oversight of civil works contractors; design, build, and delivery of an antenna (7m, 9m, or 10m class); design, build, and delivery of a radome; provision of a boresight or collimation tower capability; civil works for site preparation; installation of the antenna, radome, signal, power, and control lines; installation or modification of the boresight or collimation tower; and modification of USGS/EROS power systems. The Government is considering a Firm-Fixed Price contract for the initial 18-month build phase followed by ten years of maintenance with repair options. Respondents should provide organization information (name, UEI, contacts, business size classification per NAICS 541330, socioeconomic status), up to three relevant projects completed within the past five years, feedback on the draft Statement of Work and requirements, costing for 7m/9m/10m-class antennas with performance metrics, contract type recommendations, and budgetary cost estimates using the provided Cost Data Template. The RFI is open to all business sizes and types. Responses are limited to 20 pages and must be submitted via email to Contracting Officer Terrence Hardy (Terrence_Hardy@ios.do.gov) by September 9, 2026 at 11:00 AM Central Time. An Industry Briefing is scheduled for August 17, 2026 from 1:00 PM to 3:00 PM Central, and clarification questions are due by August 31, 2026. This RFI is for planning purposes only and does not constitute a commitment to award a contract.

Landsat Tri-Band Antenna RFI

The United States Geological Survey (USGS) is issuing this Request for Information (RFI) to conduct market research to identify potential sources and learn about industry capabilities, emerging technologies, and strategies to reduce cost and risk. This is a Request for Information (RFI) only and is not a solicitation for a contract or grant award. This RFI notice is for information purposes only, is not a request for proposals, and does not obligate the Government in any way. A request for proposals may or may not result from this request. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. The Government will treat each submission in confidence.

Responses to this announcement are for planning purposes only. The results of the market research will contribute to the development of the requirement and guide acquisition decision-making.

The USGS is seeking information and comments for an upcoming antenna system procurement. A draft statement of work (SOW) and requirements are provided for comment (Attachment A and B). A notational schedule is shown in attachment C.

The scope includes:

1. Management of the overall Landsat Tri-Band Antenna project, including oversight of civil works contractors and onsite activities

2. Build & delivery of an antenna (7m, 9m, or 10m class)

3. Build & delivery of a radome for the antenna

RFI DOIGFBO260032

4. Build & delivery of a boresight or collimation tower capability

5. Civil works to prepare the antenna site

6. Installation of the antenna and radome, along with signal, power, and control lines between the antenna and main USGS/EROS facility building (ops room, power distribution)

7. Installation (or modifications) to implement/install the boresight or collimation tower capability

8. Modification of USGS/EROS power systems to support the new antenna

Information Requested

Responses from businesses of all sizes and socioeconomic status are encouraged. The government will review responses to this announcement to assist in determining the type of set aside, if any. Interested parties are requested to submit a written response which addresses the topics listed below. Please provide your response in accordance with the section titled Instructions for Respondents.

1. Organization information

Organizational information should include, at a minimum:

a. Name;

b. Unique Entity Identification (UEI);

c. Points of contact including an email address;

d. Business size classification based on the applicable NAICS code, 541330, and all applicable socioeconomic categories. For example, large business, small business, Indian Small Business Economic Enterprise (ISBEE), HUBZone, Small Disadvantaged Business (SDB), etc.; and

e. Information on any current multi-agency contracts, Governmentwide contracts, or any other procurement instrument that would apply to the scope of work described herein.

2. Experience

A description of experience on contracts with similar requirements. Please provide no more than three (3) examples of projects completed within the past five (5) years of the issue date of this announcement. Please include project title, location, general description of the services to demonstrate relevance to the DRAFT SOW, your company’s role, approximate dollar value of project, and name of the company, agency or government entity for which the work was performed. If submitting experience on a project in the role of a subcontractor, include the prime contractor's name and approximate percentage of the project your company contributed to the work relevant to the DRAFT SOW.

3. SOW & Requirements Feedback

The USGS is seeking industry input in formulating our acquisition strategy via the information provided. In response to the included Draft SOW and Requirements, please provide feedback to the following:

a. Please describe your antenna product offerings that address the requirements. Are there any breakpoints in configuration that would affect price (e.g. – smallest or largest antenna aperture that can be placed on a pedestal, etc.)?

b. Please identify any SOW items that significantly affect cost. Do you have any suggestions for edits or changes that would lower cost or reduce schedule, while still attempting to address the intent of the SOW item? Or is the SOW item something not typically done for a procurement of this type?

c. Please identify any requirements that significantly affect cost. Do you have any suggestions for edits or changes that would lower costs or reduce schedule, while still attempting to address the intent of the requirement? Or is this a value or parameter that is typically not specified for a procurement of this type?

d. What additional information do you need to properly prepare and cost the proposal for this requirement? What are the impacts if this information cannot be provided?

e. Please provide costing for an antenna and radome with a 7m-class, 9m-class and 10m-class aperture. What are they key performance differences between each (e.g. – gain, G/T, EIRP, etc.)?

f. Is the notional 18-month period for build/installation feasible ? Would you be able to execute in shorter time period ? Or do suggest a longer time period (please provide how long) ? Are there any constraints to when you can start work, especially civil works ?

4. Contract Type: The Government is seeking feedback on the recommended contract type for the Landsat Tri-Band Antenna scope of work that best supports the Governments objectives of quality, reliability, and cost efficiency. The Government is currently considering 1) a competition for Firm-Fixed Price contract for the initial build with an 18-month duration, followed by ten additional years of maintenance, to include options for repairs as necessary.

a. Provide feedback on this contract approach and timeline. Provide recommendations regarding other antenna build & maintenance contract approaches to provide best value to the government if appropriate.

b. Indicate if your organization possesses a GSA contract vehicle and if so, which vehicle (MAS, OASIS, etc.)

5. Cost Estimate: The government seeks budgetary cost estimates for the work defined in the DRAFT SOW.

Please use attachment D, Landsat Tri-Band Antenna Cost Data Template, to provide this information. The information provided will help the USGS determine the scope of the work as well as help establish a competitive range for the procurement.

6. Additional Recommendations

Any additional recommendations or feedback is welcome including contract type, requirements, areas of potential cost or risk reduction, and technical details that may be beneficial to the Government.
