About this opportunity
The Indian Health Service seeks demolition and replacement of the failing heliport at Northern Cheyenne Health Center in Lame Deer, Montana, along with structural concrete remediation of the ambulance bay, emergency entrance, and loading dock, with proposals due May 20, 2026, at 3:00 PM Mountain Time.
This is an unrestricted, full and open competition. Place of performance is 420 Cheyenne Ave, Lame Deer, MT 59043. The project magnitude is anticipated between $1.0 million and $5.0 million, with a firm-fixed-price lump-sum contract and a 120-calendar-day period of performance from the Notice to Proceed (negotiable if material lead times and installation durations require extension, with priority given to completing the ambulance bay and drive while other work may defer to Spring 2027). Work must commence within 10 days of the Notice to Proceed.
Major scope elements include full heliport demolition and reconstruction with commissioning, airfield concrete work, construction of sidewalks and ramps for patient transport, installation of electrical lighting suitable for nighttime and low-visibility helicopter operations, replacement of heliport safety fence and access gates, structural concrete remediation with new beams and columns for ambulance bay and drive, emergency entrance and loading dock, and installation of a crawlspace HVAC system. PSC code is Y1BZ; NAICS code is 237310 with a $45 million size standard.
An organized site visit is scheduled for April 14, 2026, at 10:00 AM Mountain Time. Offerors must be registered in SAM, submit a bid bond equal to 20 percent of bid price or $3.0 million (whichever is less), and comply with tribal employment requirements through the Northern Cheyenne Tribal Employment Rights Office (TERO). Performance and payment bonds are required within 10 days of award. Proposals must be submitted electronically in PDF in two volumes: Volume I covering specialized experience, technical approach, key personnel, and past performance; Volume II containing the price proposal.
Award will be made using Lowest Price Technically Acceptable (LPTA) evaluation to the lowest-priced, technically acceptable offeror. The most recent amendment (00004, issued May 7, 2026) clarifies keynote references on electrical drawings, structural splice requirements for metal form pan and concrete slab reinforcement, and scope of garage slab removal. Amendment 00003 extended the due date to May 20. Prevailing wage applies per Montana wage determination MT20260080, effective January 30, 2026. Small business subcontracting limitations apply under FAR 52.219-14 (general construction firms limited to 85 percent subcontracting to non-similarly situated entities; special trade contractors limited to 75 percent).
