About this file

This document is Amendment 00001 to Solicitation 75H70126R00019, issued by the Division of Engineering Services Seattle on April 1, 2026, with an effective date of April 15, 2026. The amendment addresses vendor questions and provides contact information for accessing as-built drawings and the site visit sign-in sheet.

The Q&A section clarifies key project scope items for the Lame Deer ambulance bay and helipad repairs: grade beams on grid lines 6, 4, and 12 are to be replaced as precast elements designed by the manufacturer; chain link fence references on plan C201 should be disregarded as they are remnants of prior design phases; handrails and ramps are excluded from the project scope; Type 1L (10) cement is acceptable as a substitute for specified Type V cement if test results demonstrate equivalent performance and sulfate resistance; and precast grade beams must remain as designed rather than being cast in place, as switching methods would require substantial redesign and additional costs. The government clarified that as-built drawings for the existing facility are provided and accessible through the IHS Secure File Transfer Site by contacting Matt Sanders (matt.sanders@ihs.gov); the ambulance bay and drive must be completed within the current year due to operational impacts; the navigation light pole is to remain and be protected; existing wind sock and heliport light controls are to be retained with new electrical connections; and natural ventilation in the crawlspace requires no mechanical equipment installation. Contractors must acknowledge receipt of this amendment prior to the offer deadline specified in the solicitation or as amended.

QUESTIONS AND ANSWERS

Q1. Looking at sheet S101, Are we replacing Grade Beams (GB) on grid lines 6,4 and 12 or do those remain as existing?

A1. As noted on S101 Foundation Plan General Notes #5 – GB Denotes grade beam to be designed by precast manufacturer. Therefore:

• Grade beams on Line 6 between N and O are to be replaced.

• Grade beams on line 4 between M and O are to be replaced.

• Grade beams on Line 12 between F.5 and G are to be replaced.

Grade beams to remained are denoted as existing.

Q2. On C201 there reference to a chain link fence, but doesn’t show its location. The next the chain link fence it references a 8’‐6” location of something? See below cut out from C201.

A2. The reference to the chainlink fence can be disregarded. This was a left‐over label from the previous design that included the conductive concrete and electrical components. There was to be a security fence around the electrical equipment.

Q3. There were discussions on replacing the handrails. They’re not noted on the plans, but also there is a good plan sheet where you can show these. Can you confirm and maybe have the design team add a detail and footage of what they want?

A3. The ramp and rail are not included as part of this project.

Q4. The specifications call for a Type V cement. Type V is no longer available as federal regulations have forced cement manufacturers to only produce Type 1L (10) in America. Can this be changed to Type 1L

(10)?

A4. Type 1 L (10) is an acceptable substitution if the contractor can provide test results demonstrating that the proposed mix meets or exceeds the required performance criteria and equivalent sulfate resistance.

Q5. We must request the as built drawings for the existing Lame Deer facility for the Lame Deer ambulance bay and helipad repairs. Specifically, we need additional structural details to determine how to dismantle Grid 4,6, and 12 at exterior walls. To install the new precast structural beams. The drawing also refers to the existing drawings.

A5. The Lame Deer facility as‐builts are provided with this amendment. The Government did not complete an exhaustive forensic evaluation of the exterior wall structures. The intent was to remove the walls and improvements to minimal impacts and reinstalled per the original plans. This is a remove and replace project. If there are further questions after the contractor has had an opportunity to review the as‐builts, we can maybe answer those specific questions.

Due to the size of the drawings, offerors must request access to the IHS Secure File Transfer Site. Please contact Matt Sanders, matt.sanders@ihs.gov to request access to the as‐builts.

Q6. Due to location and potentially impacting weather conditions, can a winter exclusion period be added (November 1, 2026 – May 15, 2027)?

A6. The ambulance bay and drive must be completed this year, as they are currently shut down, which is impacting ambulance access and patient delivery to the ED. If we reach a point where the remaining scope cannot be completed prior to winter, we can agree to a winter shutdown. This can be a modification issued after award.

Some contractors may already have work scheduled, which could impact the project start. Phasing and issuance of the NTP can be discussed further following award.

Q7. On the current pole light there are cameras. Will these be relocated or completely removed?

A7. The only light pole that is within the project limits would be the navigation light which is to remain and be protected.

Q8. On the loading dock and ambulance roof expansion are lights to be installed under them?

A8. There are no lights as indicated in the question. The overhang is not part of the scope and should remain.

Q9. On page C402 the radio receiver/decoder for the helistop led insert lights need a receiver. Is there currently a receiver on site or will a new receiver/decoder be needed?

A9. There is currently not a radio receiver/decoder installed at the site. The existing heliport lights are controlled via a wall mounted light switch within the Ambulance Bay. After construction, the intent is for the heliport lights to continue to be controlled via wall mounted light switch.

Q10. Our suppliers are asking for a mechanical schedule that lists out the components and equipment for the helipad job. Would you please email the mechanical schedule as soon as you can.

A10. The ventilation in the crawlspace is natural ventilation and does not have mechanical equipment.

The duct sizing and information are indicated on the drawings.

Q11. Is the entire L806 wind cone existing, or just the wind sock as noted on E101? Or is a new L806 to be furnished?

A11. Existing wind sock is to remain and be protected. New electrical is to be connected to existing wind sock.

Q12. Sheet S101, note 5. Can the precast grade beams be cast in place? Cast in place will meet all structural requirements and, in this application, (structural repair) provide the safest and most reliable application for this repair. The weight of the precast beams and the method of installing them create challenges and significant costs.

A12. Switching to cast‐in‐place would require a substantial redesign to accommodate the existing connections. The intent was to design around keeping the existing pile cap as is and reusing the connection points. It would be recommended to build as designed.
