The space must meet stringent government requirements including fire safety compliance, accessibility standards, seismic resilience, and sustainability standards, with particular emphasis on ADA compliance and the requirement that the property not be located in the 1% annual chance floodplain. Additionally, the lease must be fully serviced and include 55 on-site parking spaces with designated ADA-compliant areas. The lease term will be structured as 15 years total, comprised of 5 years firm with 10 years soft options, and the VA will consider alternative space locations if economically advantageous when evaluating the overall cost of relocation including physical move expenses, tenant improvement replication, telecommunications infrastructure costs, and agency downtime. Interested offerors—including property owners, brokers, and their legal representatives—should submit detailed information about potential properties including photographs, layout plans, location details, and approximate pricing per square foot. This pre-solicitation notice is sources sought research and does not constitute a formal solicitation, meaning the VA is not obligated to award a lease based on the responses received. Offerors should familiarize themselves with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions as implemented in the Federal Acquisition Regulation.
