About this opportunity
The National Park Service Pacific West Region seeks laboratory water testing services at Point Reyes National Seashore, Marin County, California, with quotations due July 10, 2026. This is a Total Small Business set-aside restricted to concerns meeting the NAICS 541380 size standard of $19 million.
Place of performance is Point Reyes National Seashore, with sample pickup required from the Buildings & Utilities Office at 1 Bear Valley Road, Point Reyes Station, California. The contractor must hold California Environmental Laboratory Accreditation Program (ELAP) certification, EPA certification for drinking water testing, and comply with TNI and EPA standards. The laboratory must provide personnel, materials, equipment, and all testing services; establish chain of custody procedures; supply sample bottles with labeling and instructions; and be available for weekend emergency testing. Positive coliform results must trigger immediate notification to government personnel. Samples must reach the laboratory within 24 hours and be maintained at 33–38 degrees Fahrenheit. Results must be submitted within two weeks electronically and via the state Electronic Data Transfer platform.
The base contract period runs July 28, 2026 to July 27, 2027, with four optional one-year extensions available through July 27, 2031. Amendment 0002 (effective July 6, 2026) increases annual nitrite testing from 6 to 13 tests. Total annual testing encompasses approximately 441 tests across 16 categories, including coliform presence/absence (321 tests), quantitative bacteriological exams (26 tests), lead/copper (5 tests), nitrite and iron/manganese (13 tests each), and chemical analyses such as volatile organic compounds, disinfection by-products, asbestos, gross alpha, pesticides, and MTBE (per EPA method 524.2). Payment is firm-fixed-price based on actual testing conducted, submitted via Invoice Processing Platform with test results and chain of custody documentation.
Quoters must submit complete pricing for all base and option-year line items, acknowledge amendments, provide California ELAP and EPA certifications, document comparable relevant experience within six years with three customer references, and confirm weekend emergency availability. Evaluation weighs price, relevant experience, confirmation of standards compliance, and past performance. Quoters must carry liability insurance of $100,000 per person and occurrence and comply with Service Contract Labor Standards. Technical Representative Alex Bernhardt oversees certification of receipt and acceptance. NAICS code is 541380; PSC code is F103.
