About this file

This is a Statement of Work (SOW) for laboratory water testing services at Point Reyes National Seashore, revised July 6, 2026. The National Park Service requires a California State Certified laboratory to conduct bacteriological and chemical monitoring of park water systems, including approximately 441 annual tests across 16 test categories. The test types include coliform presence/absence (321 tests), quantitative bacteriological exams (26 tests), lead/copper analysis (5 tests), nitrite and iron/manganese testing (13 tests each), and various chemical analyses such as volatile organic compounds, disinfection by-products, asbestos, gross alpha, and pesticides. The lab must test samples collected by government personnel and be available for weekend emergency testing. MTBE testing must follow EPA method 524.2 per California state requirements.

The contractor must provide personnel, materials, equipment, and all services including sample pickup from Point Reyes National Seashore Buildings & Utilities Office at 1 Bear Valley Road, Point Reyes Station, CA 94956 (preferred pickup on Tuesdays after 2:30 PM). The lab must establish chain of custody procedures, provide sample bottles with labels and instructions, and submit test results within two weeks to the Park Utility System Operator both electronically and via the state-required Electronic Data Transfer platform at https://caddw.equisonline.com/. For positive coliform results, the lab must immediately notify government personnel to enable timely repeat sampling as required by California and NPS Director's Order #83A. The lab must be accredited under California's Environmental Laboratory Accreditation Program (ELAP), meet TNI and EPA standards, and hold EPA certification for drinking water testing. The base contract period runs from July 28, 2026 to July 27, 2027, with four optional one-year extensions available through July 27, 2031. Payment is based on actual testing conducted up to the award amount, submitted via the Invoice Processing Platform with test results and chain of custody documentation provided for review prior to submission.
