About this opportunity

The Federal Highway Administration seeks laboratory safety evaluation and safety plan assessment services for 17 laboratories at the Turner-Fairbank Highway Research Center in McLean, Virginia, with quotes due July 29, 2026, and questions due July 15, 2026. Amendment A000001, issued July 20, 2026, extended the quote deadline from July 24 to July 29.

This is a total small business set-aside under NAICS 541690, Other Scientific and Technical Consulting Services, with a $19 million industry size standard. Place of performance is McLean, Virginia, with administrative oversight and initial kick-off in Washington, DC. The contract is firm-fixed-price for 12 months of performance.

The scope includes Job Hazard Analysis reviews, hazard prevention control identification, laboratory safety plan reviews and template development compliant with OSHA standards and the FHWA Occupational Safety and Health Management Manual, training plan recommendations, and inspection and evaluation program design. Key deliverables are detailed organizational documentation, inspection checklists with photographs, JHA documents, compliance assessment summaries, hazard and control option matrices, safety plan review reports, training gap analysis reports, and inspection toolkits. The contractor must conduct a kick-off meeting within 10 business days of award, deliver an Amplified Work Plan, maintain a Quality Control Plan, and host biweekly progress meetings.

The contractor must propose a Master Safety Professional and Quality Control Inspector with occupational health and safety credentials; any nationally recognized OSH credential will be considered on individual merits, though CSP or CIH certifications are acceptable but not mandatory. All contractor personnel must maintain active SAM.gov registration at quote submission. Offerors must submit task-level price breakdowns supporting a single lump-sum FFP total and propose labor categories and mix as part of technical approach. Evaluation criteria are weighted equally across Technical Capability, Price, and Past Performance, with award to the responsible quoter providing best value. The Government will maintain contractor data on a Government-provided shared drive.
