About this opportunity
The Defense Health Agency is procuring laboratory instrument maintenance, repair, calibration, and software support services for over 300 Agilent-manufactured scientific instruments including chromatography systems, mass spectrometers, samplers, and detectors. The government requires an Agilent-authorized Original Equipment Manufacturer (OEM) service provider to perform annual preventive maintenance, unscheduled repairs using OEM-trained technicians and parts, and technical support for instruments critical to testing lead levels in drinking water and analyzing industrial hygiene samples at DoD facilities. Key contract requirements include responding to standard repair requests within two business days, emergency repairs within one business day, and providing detailed field service reports within five business days of service completion. The contract will be awarded on a competitive best-value basis using the Subjective Trade-Off approach, with the solicitation released on September 9, 2025, questions due by September 11, 2025, and quotes due by September 18, 2025.
This procurement does not use any set-aside designation and is structured as a Firm Fixed Price contract with a 12-month base period beginning September 25, 2025, and two 12-month option periods extending through September 2028. The total estimated contract value is $2,918,805.40 across all periods, with small business participation goals set at 30% overall, including specific targets for HUBZone (3%), Service-Disabled Veteran-Owned (5%), Small Disadvantaged (5%), and Women-Owned (5%) small businesses. The contract is restricted to Agilent-authorized vendors only, as market research confirmed that only Agilent or its authorized service providers can meet the government's critical requirements due to proprietary restrictions on training, parts, software, and calibration equipment. Services will be performed at the Defense Centers for Public Health - Aberdeen facility at Aberdeen Proving Ground, Maryland, specifically supporting the Laboratory Sciences Directorate's mission-critical analytical instruments.
Notice text
The Government requires an Agilent-authorized Original Equipment Manufacturer (OEM) service provider to perform preventive maintenance, unscheduled repairs (using OEM-trained technicians and OEM parts), calibration, and software support. The contractor must directly provide these services and not act as a third-party coordinator with an Agilent-authorized source on the Government’s behalf.
