About this opportunity

The Agricultural Research Service within the Department of Agriculture is seeking a single firm-fixed-price contract for comprehensive laboratory testing services of dietary supplements through solicitation number 1232SA25Q0877. The contracted laboratory will conduct detailed analytical testing across five primary categories including vitamins, minerals, botanicals, physical testing, and proximates, supporting the Dietary Supplement Ingredient Database (DSID) initiative in collaboration with the NIH Office of Dietary Supplements. Vendors must demonstrate capabilities across 69 different test methods and complete all mint green fields on Exhibit A pricing sheet, as failure to do so will result in an unacceptable rating and disqualification. The evaluation will use Lowest Priced Technically Acceptable (LPTA) criteria under FAR Part 13 Simplified Acquisition Procedures, focusing on technical acceptability followed by price considerations. All proposals are due by 12:00 PM CST on September 23, 2025, to Contract Specialist David Hildebrand via email, with all documents submitted electronically in PDF or Microsoft Office formats not exceeding 20MB total file size.

This procurement is conducted under full and open competition with no set-aside designation, classified under NAICS code 541380 for Testing Laboratories and Services. No incumbent contractors or potential award values are specified in the solicitation documents, though the contract will involve testing batches of 20-30 dietary supplement samples annually across more than 70 specific testing parameters. The laboratory services will include precise analytical tasks such as weighing, homogenization, extraction, and chemical assays of various supplement forms including tablets, capsules, softgels, powders, and liquids. Performance will occur at the NEA Beltsville Human Nutrition Research facility located at 10300 Baltimore Ave, Building 307C, Room 117, BARC-EAST, Beltsville, MD 20705. The contract supports broader federal nutrition monitoring and research programs across multiple agencies including NIH, FDA, and CDC, with laboratories required to use certified reference materials and maintain specific sample storage temperatures throughout the testing process.
