The scope of work encompasses replacement of the membrane roof system with all associated components, including vapor barrier, insulation, and parapet flashing; cleaning and sealing of supply and return ductwork; replacement of two air handling units with DDC components, controls, pipe insulation, UV-C treatment, and bipolar ionization systems; installation of a humidification system; and LED lighting upgrades with epoxy paint application in the penthouse area. The project was initiated following deficiencies documented during FY22 and FY23 facility inspections and assessments. All solicitation documents, including detailed scope of work, plans, specifications, and Construction Wage Determination, will be posted on sam.gov, where prospective contractors should monitor for updates and amendments.

This opportunity is set aside exclusively for Indian Small Business Economic Enterprises, significantly restricting the eligible bidder pool. The procurement falls under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Y1DA (Construction of Hospitals and Infirmaries), indicating its classification as a specialized construction project. While the presolicitation notice does not specify an award value or detailed budget range, the comprehensive scope involving HVAC system replacement, roofing work, and facility upgrades suggests a substantial contract opportunity. The pre-solicitation notice was posted on October 21, 2025, with a presolicitation comment deadline of November 5, 2025, providing potential bidders a two-week window to submit questions or clarifications before the formal solicitation release. Interested Indian Small Business Economic Enterprises should prepare their submissions accordingly, as the formal proposal deadline will follow the November 6 solicitation release date.
