The procurement is set aside for Total Small Business under NAICS 238130 (Framing Contractors), with a size standard of $19 million.

Place of performance is 530 W Maple Ave, Hartford, Kansas. The project scope includes removal and replacement of vertical wood siding with fiber cement (Hardie Board) siding and batten strips; replacement of existing roof shingles and felt paper with a 24-gauge metal roofing system featuring concealed fasteners and hurricane ties; installation of new horizontal sliding wood-clad windows; replacement of wood fascia and soffit with 24-gauge metal panels; installation of 6-inch K-style gutters and downspouts; new window and door trim with fiber cement materials; exterior painting; and an 18-inch to 24-inch decorative rock border around the building perimeter. Two optional bid additive line items include vertical metal siding as an alternative to fiber cement siding and heavy-duty gutter guards on all new gutters.

Work is performed on a firm fixed-price lump sum basis, August 17 through September 17, 2026 (30 calendar days). The estimated contract value ranges from $350,000 to $650,000. Davis-Bacon prevailing wage rates apply per General Wage Rate Decision KS20260020 for Lyon County, Kansas. Both payment and performance bonds are required, due within 10 calendar days of award. A mandatory site visit is scheduled for July 15, 2026 at 10:00 AM CST. Evaluation uses best-value tradeoff methodology weighing recent relevant experience, ability to deliver and offeror capacity, and price. Contractors must be registered in SAM.gov and complete online representations and certifications before the proposal deadline. Proposals must remain valid for 30 days following submission. Amendment 001, issued July 2, 2026, uploaded a sign-in sheet from the site visit; all other terms remain unchanged, and offerors must acknowledge receipt of the amendment prior to the proposal deadline.
