The U.S. Fish and Wildlife Service intends to solicit a Request for Quotation (RFQ 140FGA26Q0048) on or before July 24, 2026, for pump replacement and related piping work at Flint Hills National Wildlife Refuge near Hartford, Kansas, set aside for Total Small Business under FAR 19.502-2.

Work includes installation of a three-phase submersible pump with minimum capacity of 5,000 gallons per minute at 30 feet of head, along with underground piping (12-inch corrosion-resistant flanged pipe, upsizing to 15 inches after flow meter), a 12-inch flow meter capable of measuring 2,000 to 6,000 gpm with non-digital readout in a lockable metal clamshell cover, a flap gate at discharge, and pump electrical connection to an onsite tower via Variable Frequency Device. The pump casing must incorporate 304 stainless steel mesh screens and stainless steel appurtenances with a five-year parts and labor warranty. The contractor must obtain all required federal, state, and local certificates and licenses. A licensed Professional Engineer for the State of Kansas must approve pump startup procedures. The pump installer must demonstrate a minimum of five years' experience with similar dewatering or conveying projects. The Government will provide heavy equipment and all dirt work.

Place of performance is Flint Hills NWR, Hartford, Kansas. Estimated period of performance is 90 days from Notice to Proceed, with an 80-calendar-day completion requirement. The U.S. Fish and Wildlife Service is issuing a Request for Quotation (RFQ) Solicitation Number 140FGA26Q0048. Set-Aside for Total Small Business. The work includes providing all labor, equipment, supplies, and materials to replace the pump and other attached piping and systems in accordance with the Statement of Work at the Flint Hills NWR located in Hartford, KS.

This procurement action is being solicited as a Total Small Business Set-Aside In accordance with FAR 19.502-2.

Small Business Size Standard $45.0 million dollars
This requirement is being procured in accordance with FAR Part 36 Construction and FAR Part 15, Contracting by Negotiation.
In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (c) Between $100,000.00 and $350,000.00. This work involves performing work as defined in the Statement of Work that will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.
The estimated Period of Performance will be 90 Days after the Notice to proceed.
